BCLC
Definition
British Columbia Lottery Corporation. The Crown corporation that conducts and manages gambling in British Columbia, Canada, including the PlayNow online platform.
Why it matters
BCLC operates PlayNow, the regulated online gambling offering in British Columbia, which has been live since the early 2010s and is one of the longest-running provincial online programs in Canada. BCLC also manages the province's lottery and works with private operators of land-based casinos under conduct-and-manage agreements. The model is a single-operator regulated structure, in contrast to Ontario's open market.
British Columbia has signaled interest in evolving its model in response to Ontario's open market success. Any move to license private operators would significantly expand the addressable Canadian opportunity for international operators. For now, private operators serving British Columbia players from offshore licenses remain outside the regulated framework, and BCLC has been active in messaging player protection differences between PlayNow and offshore sites.

Frequently asked questions
Is BCLC a regulator or an operator?
Both, structurally. As the provincial Crown corporation it operates PlayNow and the lottery, and it conducts-and-manages land-based casinos under contract. The regulatory authority over gambling sits with the provincial government through the Gaming Policy and Enforcement Branch (GPEB). BCLC operates within that regulatory framework.
Will BC follow Ontario's open-market model?
Under active discussion. The political and revenue trade-offs are different from Ontario's. The Ontario launch has provided real-world evidence on tax yield and market dynamics that other provinces are studying carefully.
