PEP (Politically Exposed Person)

Politically Exposed Person

Definition

A category of higher-risk customer (senior public officials, their family members and close associates) subject to enhanced due diligence under AML frameworks.

Why it matters

PEP screening is a standard component of CDD and EDD. The premise is that PEPs face higher risk of involvement in bribery, corruption, or money laundering because of their access to public funds or political influence, and gambling activity by PEPs warrants additional scrutiny. The screening checks customer names against commercial PEP databases (Refinitiv, Dow Jones, LexisNexis, and others) that aggregate global political exposure data.

The practical handling of PEP matches is nuanced. A true PEP match doesn't mean the customer is suspicious; it means EDD applies. The operator must establish source of funds, document the customer's role, monitor the relationship more closely, and apply senior management sign-off on the relationship. False positive PEP matches are common (name similarity to actual PEPs) and require operational review. The cost of PEP screening and EDD on PEP-matched customers is a meaningful compliance overhead, particularly in markets with broad PEP definitions that capture many family members and associates.

Frequently asked questions

  • Are PEPs banned from gambling?

No, but they're subject to enhanced due diligence. The compliance objective is to understand the relationship and source of funds, not to exclude the customer. Operators can and do maintain PEP customer relationships when EDD is properly documented and the relationship is appropriately monitored.

  • What's the difference between domestic and foreign PEPs?

Most AML frameworks distinguish between PEPs in the operator's own jurisdiction (domestic) and those in other jurisdictions (foreign). Foreign PEPs are typically subject to stricter EDD requirements because cross-border corruption is harder to detect and the political influence is harder to verify.
