The country’s regulator, the Agenzia delle Dogane e dei Monopoli (ADM), has officially published the final list of 46 successful companies, who have collectively secured 52 new online gaming licences.
The announcement, made on 24th July, follows a crucial legal victory for the regulator. Italy’s highest administrative court, the Council of State, rejected an appeal filed by several operators seeking to suspend the tender. The court ruled that the issues raised were not sufficient to halt the process, noting that many of the appellants had submitted bids regardless, thereby acknowledging the legitimacy of the framework. This decision provided essential legal clarity at a critical juncture, allowing the tender process to proceed without a risk of administrative deadlock.
A Mix of Incumbents and Newcomers Secure Licences
The list of successful applicants reveals a competitive and diverse market, rewarding both established leaders and specialised providers. Three operators achieved a perfect score of 30 points in the evaluation process: IGT-owned MyLotteries S.r.l., Betpoint S.r.l., and Vittoria Bet 2009 S.r.l.
They were closely followed by a cohort of Italy’s most prominent brands, including Sisal, Snaitech, Eurobet, Goldbet, and Planetwin365, all scoring 29 points. The list also confirms the successful applications of major international operators, highlighting the continued appeal of the regulated Italian market. Among the winners are Greentube Malta, 888 Italia, Winamax, Tombola, Stake, and LeoVegas, all of whom met the tender’s high technical and financial standards.
ADM Extends Final Deadline for Procedural Accuracy
In parallel with the release of the results, the ADM has formally extended the final procedural deadline for the tender from 17th September to 12th November 2025. This technical extension was justified by the agency as a necessary measure to allow for the “thorough completion of the procedural and administrative work with full accuracy and legal soundness.”
