Apuesta Total was authorised that year for both sports betting and distance gaming under directorial resolutions 2656 and 2677. It competes with Betsson, bet365 and 1xBet in one of the region's faster-growing regulated markets, and is among the few Peruvian-owned brands to have held its ground against them.

It bought the British online operator Gamesys for 2.7 billion dollars in 2021, which became Bally's International Interactive. In 2025 it agreed to hand that division to the Greek lottery technology group Intralot in a 2.7 billion euro cash-and-share transaction completed on 9 October, a reverse-style merger that left Bally's as Intralot's majority shareholder. The resulting group, Bally's Intralot, is now acquiring Evoke plc. Bally's separately carries substantial development commitments, including its Chicago casino project.

The AG trades on the Regulated Market of the Frankfurt Stock Exchange in the Prime Standard segment. Betclic Everest Group holds 53.9% of the company as its long-term core shareholder, which places it in the same ownership orbit as the French operator Betclic. The group is Danish-owned and positions itself as the domestic alternative to the international operators in the Danish market, with sponsorships in Danish football, handball and racing.

It is licensed by the Secretariat of Prizes and Bets, the body inside the Ministry of Finance that regulates the market opened in January 2025. United StatesBetr is a US sports betting and media company founded in 2022 by Joey Levy and Jake Paul and headquartered in Miami, built around micro-betting on individual in-game events such as the next pitch or play. It operates a licensed sportsbook in a number of states, a peer-to-peer fantasy product, Betr Picks, in states where fantasy is permitted, and a media arm producing sports content for social channels. The company has raised venture funding, has scaled its state footprint up and down as licensing costs dictated, and made a public takeover approach for PointsBet in 2025 that was ultimately unsuccessful.

Australiabetr Entertainment is an ASX-listed Australian wagering operator, trading under the code BBT, formed by the 2024 merger of BlueBet and the betr brand. BlueBet acquired NDT Pty Ltd, the owner of betr, through an asset purchase announced on 11 April 2024 in return for roughly 265.4 million shares. The combination brought together two of the most recognisable names in Australian bookmaking: Matthew Tripp, who had earlier built Sportsbet, as chairman of betr, and Michael Sullivan as executive chairman of BlueBet, with Tripp taking over the chair in January 2025. Customers were migrated onto BlueBet's proprietary platform and the consumer brand became betr on 14 August 2024, ahead of the spring racing carnival. The company renamed to match in April 2025. It is a separate business from the American Betr, the Miami micro-betting company founded in 2022 by Joey Levy and Jake Paul, which shares the name and nothing else.

It holds a fifty per cent stake in BetMGM, the US joint venture with MGM Resorts, runs its own technology platform, and holds licences in more than thirty regulated markets, with annual revenue above five billion pounds and around 30,000 employees. Entain has restructured since 2023 under new leadership, settled a UK bribery investigation over its former Turkish business, and refocused on regulated markets and organic growth.

ESPN Bet
United StatesESPN Bet was the US online sportsbook operated by PENN Entertainment under a licensing agreement with ESPN, launched in November 2023 in around seventeen states and expanded to around twenty, replacing PENN's earlier Barstool Sportsbook. It secured a definitive licence from the Secretariat of Prizes and Betting in February 2025, having met the regime's conditions including the mandatory 30 million real licence payment. GermanyMerkur Group, formerly the Gauselmann Group, is a family-owned German gaming business founded in 1957 by Paul Gauselmann and headquartered in Espelkamp, North Rhine-Westphalia. It began as a one-man sideline installing jukeboxes and grew into one of the largest gaming groups in Europe, employing around 11,000 people. The group is unusual in spanning both sides of the industry. It develops and manufactures gaming machines under the Merkur brand, and it also operates: a national chain of gaming arcades, sports betting, online gaming and casinos. That combination gives it a position in the German market that neither a pure supplier nor a pure operator holds, and it is a central player in the arcade and amusement-with-prizes sector that the German states regulate separately from the online regime.
MGM Resorts International

United KingdomMidnite is a British online sportsbook and casino operator founded in London in 2019, licensed by the Gambling Commission and in Ireland, which launched as an esports-focused betting site for Counter-Strike, League of Legends and Dota audiences and expanded into mainstream sports, casino and live casino on its own platform. It has raised venture capital from technology and gaming investors, sponsors esports and football properties, and positions itself as a product-led challenger to the established British bookmakers with a younger audience. Midnite is privately owned and headquartered in London.

Mohegan

The company was founded by Tan Sri Chen Lip Keong and is one of the largest casino operators in South-East Asia.
Nederlandse Loterij
NetherlandsNederlandse Loterij is the Dutch national lottery and sports betting group, formed in 2016 by merging the foundations behind Lotto and Staatsloterij. Both were converted into private limited companies, Lotto B.V. and Staatsloterij B.V., under the holding company Nederlandse Loterij B.V. It trades through ten brands including Staatsloterij, Lotto, Eurojackpot, Miljoenenspel, Lucky Day, Krasloten and the TOTO sports betting and casino products, operating under five separate licences granted by the Kansspelautoriteit. It has held French approval since 2010, making it one of the first bookmakers licensed under the regime that opened the French online market to competition, and operates netbet.fr under ANJ authorisation. Beyond France it is licensed by the Malta Gaming Authority and holds national licences including Great Britain, Italy, Denmark, Greece and Romania. Its product range spans sports betting, casino, live casino, poker and lottery, though in France it is restricted to the verticals the ANJ regulates.
Norsk Tipping
NorwayNorsk Tipping is the Norwegian state gambling operator, established in 1946 as a government-owned limited company to fund sport and cultural organisations, and headquartered in Hamar. Its portfolio includes Lotto, VikingLotto and Eurojackpot. Norway is the strictest of the Nordic markets. Rather than licensing private competition it retains a full state monopoly, split between Norsk Tipping for lotteries and betting and Norsk Rikstoto for horse racing, with Lotteritilsynet supervising. That model has come under strain from its own operator: Norsk Tipping was fined a total of 110 million Norwegian kroner during 2025 over faults in its lottery systems, including drawing the wrong winners, and now faces a class action. A monopoly justified by consumer protection is uniquely exposed when the protection failure is its own.

NorthStar Gaming
CanadaNorthStar Gaming Holdings is an Ontario-based online casino and sportsbook operator, listed on the TSX Venture Exchange under the symbol BET and on OTC Pink as NSBBF. It operates NorthStarBets.ca under an operating agreement with iGaming Ontario and a registration with the Alcohol and Gaming Commission of Ontario. It listed on the TSXV in March 2023 through a reverse takeover and has positioned itself as a domestic challenger in a market dominated by international groups, combining sports journalism with betting and casino products through a partnership with the newspaper publisher Torstar. Its technology platform is supplied by Playtech, which is also its largest shareholder. Corey Goodman was appointed permanent chief executive in August 2026, having served in the role on an interim basis since December 2025.

United StatesNovig is a US peer-to-peer sports betting exchange founded in 2022 out of Y Combinator, on which customers trade sports outcomes against each other at prices set by the market rather than by a bookmaker, with the operator charging no vig on matched bets. It holds a sports betting licence in Colorado, where it operates as a licensed exchange, and offers a free-to-play and sweepstakes-style version of its markets in other states where it is not licensed as a sportsbook. Novig is venture-backed and headquartered in the United States, and is one of a small group of exchange operators, alongside Sporttrade and Prophet Exchange, pursuing the exchange model in the American market.

Okada Manila
PhilippinesOkada Manila is an integrated casino resort in the Entertainment City district of Manila, opened in 2016 by Universal Entertainment, the Japanese pachinko and gaming machine group, and licensed by PAGCOR. It runs one of the largest casino floors in the Philippines with hotels, a fountain attraction and entertainment, and has been the subject of a control dispute between the group and its founder Kazuo Okada. It competes with Solaire, City of Dreams Manila and Newport World Resorts for domestic and inbound visitors.
Olympic Entertainment Group
EstoniaOlympic Entertainment Group is an Estonian casino and online gaming operator headquartered in Tallinn, founded in 1993 and owned by the private equity firm Novalpina Capital since its 2018 delisting from the Tallinn stock exchange. It operates the Olympic Casino and Olybet casino venues across Estonia, Latvia, Lithuania, Slovakia, Italy and Croatia, and the OlyBet online sportsbook and casino brand, licensed in the Baltic states and other European markets, with sports sponsorships in basketball and ice hockey across the region. The group employs around 2,000 people and is the largest casino operator in the Baltics.

Ontario Lottery and Gaming Corporation
CanadaThe Ontario Lottery and Gaming Corporation is a Crown corporation owned by the Government of Ontario, with offices in Sault Ste. Marie and Toronto. It began as the Ontario Lottery Corporation in February 1975, whose first game, Wintario, was drawn fortnightly on a television show, and took its present form in April 2000 when the province merged the lottery with the Ontario Casino Corporation. OLG conducts and manages lottery, casinos, electronic bingo and internet gaming on behalf of the province, and has returned approximately 56.7 billion Canadian dollars to Ontario since 1975. It pioneered regulated online gaming in Canada with the launch of PlayOLG in 2015. Since Ontario opened its market to private operators in April 2022 it has competed alongside them while remaining the province's Crown operator, a dual role no other Canadian jurisdiction has attempted.
OPAP
GreeceOPAP is the dominant gambling operator in Greece and Cyprus, founded in 1958 and running lotteries, sports betting and gaming machines. It listed on the Athens Stock Exchange in 2001 and was fully privatised in 2013 after a series of offerings and international tenders. Allwyn, the group built by the Czech businessman Karel Komárek out of Sazka, holds 51.78% of it, and in October 2025 the two agreed an all-stock merger valuing the combination at around 16 billion euros, with Allwyn holding 78.5% and OPAP minorities the remaining 21.5%. OPAP separately bought the Greek and Cypriot business of Stoiximan, which is why the Stoiximan brand sits with OPAP domestically while Kaizen Gaming keeps it in Cyprus-facing and international markets under Betano.

Paddy Power
IrelandPaddy Power is an Irish bookmaker founded in Dublin in 1988 from the merger of three retail bookmaking businesses, now part of Flutter Entertainment following its 2016 merger with Betfair. It operates several hundred betting shops in Ireland and Britain and an online sportsbook, casino, bingo and games business licensed by the Gambling Commission and the Irish regulator, and is known for irreverent marketing campaigns and money-back promotions. CyprusPariPesa is an online sportsbook and casino brand licensed in Curacao and operated from Cyprus, serving players in Africa, Latin America, Asia and Europe with pre-match and in-play betting across dozens of sports and esports, a casino with thousands of slots and live dealer tables, and payment options including mobile money and cryptocurrency for its emerging-market customers. Launched in 2019, it passed a million registered users in 2022, runs a direct affiliate programme and localises its product for markets including Nigeria, Kenya, Ghana, India and Brazil.
PENN Entertainment

BrazilPixbet is a Brazilian sportsbook founded in 2020 by the Paraíba entrepreneur Ernildo Júnior de Farias Santos, who remains its principal shareholder and chief executive. He had been building online betting businesses in the north east for close to a decade beforehand, running a network of betting shops from 2012 and launching the site Futebol Fácil in 2013. The brand became one of the most visible in Brazilian football sponsorship, backing Flamengo, Vasco da Gama, Corinthians, Santos, Avaí and Juventude, and it holds authorisation from the Ministry of Finance to operate in the regulated market. Its name is a reference to Pix, the Brazilian central bank's instant payment system, whose ubiquity is a large part of why the Brazilian betting market scaled as quickly as it did.

PMU
FrancePMU, or Pari Mutuel Urbain, is the French horse race betting operator, founded in Paris in 1930 to organise and commercialise pool betting on French racing. Its statutory purpose includes financing the French racing industry, and horse racing accounts for the large majority of its activity. It is the leading European operator of pool betting on horse racing and among the largest worldwide, distributing through a retail estate of more than 14,000 points of sale as well as online. Alongside horse racing it holds ANJ licences for sports betting and poker, the other two verticals open to online competition in France.

PointsBet
AustraliaPointsBet is an Australian online sports betting operator founded in Melbourne in 2015, known for its spread-style pointsbetting product alongside fixed-odds betting, and licensed in Australia through the Northern Territory and in Ontario. It listed on the ASX in 2019, expanded aggressively into the United States, and sold that business to Fanatics Betting and Gaming in 2023 to concentrate on Australia and Canada. In 2025, after a takeover contest with Betr, PointsBet was acquired by MIXI, the Japanese technology and gaming company, which now owns the business as its international betting arm. It runs its own platform and technology from Melbourne and Denver.

United StatesPrizePicks is the largest daily fantasy sports operator in the United States, headquartered in Atlanta and founded in 2015, offering a pick'em format in which customers select whether players will go over or under statistical projections, against the house in states that permit it and in a peer-to-peer format elsewhere after regulators in several states ruled the house-banked version to be sports betting. It operates in more than thirty states, has settled with regulators over unlicensed operation, and holds a licence to operate a sportsbook in some states.

QuinnBet
GibraltarQuinnBet is an online bookmaker serving the British and Irish markets, owned by the family of the Irish businessman Seán Quinn. It relocated its operating company to Gibraltar in 2023, trading as Quinnbet (Gibraltar) Limited, without changing its presence in either of its home markets. It holds a Gambling Commission licence for Great Britain alongside Gibraltar and Irish permissions. In August 2026 it agreed a 609,104 pound regulatory settlement with the Gambling Commission covering the period from March 2023 to August 2025, following findings on anti-money laundering controls and social responsibility, including an over-reliance on manual intervention and a manual deposit-limit process for customers aged 18 to 24.

United KingdomThe Rank Group plc is a British gambling operator headquartered in Maidenhead, Berkshire and listed on the London Stock Exchange as a FTSE 250 constituent. It is the largest casino operator in the United Kingdom and the second largest bingo operator. Its Grosvenor Casinos business, founded in 1970, runs 51 venues including eight in London, while Mecca Bingo, established in 1961, operates 64 clubs alongside meccabingo.com. For the twelve months to 30 June 2026 the group reported net gaming revenue of 834 million pounds, up 6% and a fifth consecutive year of growth, with operating profit up 21% to 78.6 million pounds. As a predominantly land-based operator it is exposed to a different part of the British regulatory debate than the online-first groups, particularly on casino gaming machine allowances.

Red Rock Resorts

The locals market it serves behaves differently from the Strip, being driven by repeat local visitation and gaming rather than conventions and tourism, which gives the company a distinct exposure to the Las Vegas economy.

Rei do Pitaco
BrazilRei do Pitaco is the largest daily fantasy sports operator in Brazil, founded in 2019 by Mateus Dantas and Kiko Augusto and based in São Paulo. Its core product lets users draft teams from Brazilian Serie A, the Premier League and La Liga. It was one of only 14 companies out of 114 applicants to receive a definitive licence from the Secretariat of Prizes and Bets, and has used that to move from fantasy into full sports betting, partnering with Kambi for its sportsbook. The path it is taking is the one American operators such as DraftKings and FanDuel took a decade earlier: build an audience through fantasy formats, then convert it when betting regulates. Brazil is the first market outside the United States where that sequence has had a real chance to play out.

SpainRetabet is a Spanish sports betting operator headquartered in Bilbao, founded as a retail bookmaker in the Basque Country in the 1990s and licensed by the Basque regional government for its network of betting shops and corners in bars, and by the national regulator, the DGOJ, for its online sportsbook and casino. It holds licences in Ontario, the Isle of Man and Australia's Northern Territory, markets to a younger, esports-native customer base through creators and community channels, and has restructured its costs and product focus through 2024 and 2025 as it pursued profitability. Rivalry is publicly listed and headquartered in Toronto.

Rollbit

Neil Bluhm, the property investor behind the Rush Street Gaming casino group, is co-founder and executive chairman. It trades under the BetRivers brand in most markets, alongside PlaySugarHouse and RushBet, and offers real-money online gaming in fifteen US states including New Jersey, Pennsylvania, Michigan, Illinois, New York and Ohio. Outside the United States it operates in Ontario, Colombia, Mexico and Peru. It is one of the few American operators to have built a genuine Latin American position rather than treating international expansion as an afterthought.

Sands China
MacauSands China is the largest integrated resort developer and operator in Macau, listed on the Hong Kong Stock Exchange under the code 1928 and a subsidiary of Las Vegas Sands. Its subsidiary Venetian Macau Limited holds one of the six concessions the Macau government permits. Its portfolio includes Sands Macao, The Venetian Macao, The Plaza Macao, The Parisian Macao and The Londoner Macao, and its floorspace runs well beyond gaming into meeting and convention halls, retail, dining and entertainment. That weighting is deliberate and is the Las Vegas Sands thesis applied in Asia: build the non-gaming footprint large enough that the property draws mass-market and business visitation rather than depending on high-roller junket play, which is the segment Beijing has spent the past decade dismantling.

Saskatchewan Indian Gaming Authority
CanadaThe Saskatchewan Indian Gaming Authority (SIGA) is the First Nations-owned gaming operator of the Canadian province of Saskatchewan, running seven casinos across the province including Dakota Dunes near Saskatoon and Living Sky in Swift Current, under an agreement with the provincial government, and since 2022 the PlayNow.com online casino and sportsbook for Saskatchewan, offered under an agreement with the British Columbia Lottery Corporation. Its profits are distributed to First Nations communities, the provincial general revenue fund and community initiatives. SIGA employs around 2,000 people, most of them First Nations, and is headquartered in Saskatoon.
Sazka
CzechiaSazka is the Czech Republic's largest lottery and gaming operator, running the national lottery draws, instant tickets, sports betting and online casino under Czech licences, through a retail network of thousands of terminals and its online platform. Founded in 1956 and owned by Allwyn (the group formerly named after it) since 2012, it is the domestic anchor of the Allwyn lottery group that also operates in Austria, Greece, Italy, Britain and the United States.
Sisal
ItalySisal is an Italian lottery and gaming operator founded in Milan in 1945 by three journalists, Massimo Della Pergola, Fabio Jegher and Geo Molo, who wanted to launch Italy's first football pool and use it to help fund the post-war reconstruction of Italian sport. The first Schedina coupon followed in May 1946 and became Totocalcio. Alongside Totocalcio and Totip it runs SuperEnalotto, the country's best-known lottery draw, and its products are woven deeply into Italian mass-participation gaming. Flutter Entertainment acquired the company in August 2022 for 1.9 billion pounds, a deal struck while Sisal was bidding for the British National Lottery licence, which gave Flutter both an Italian foothold and a genuine lottery capability it had not previously held.

SJM Holdings
MacauSJM Holdings is the oldest gaming operator in Macau, listed in Hong Kong under the code 880. It descends from the monopoly held for four decades by Stanley Ho, and is now chaired by his daughter Daisy Ho. It received an eighteen-year concession when the market opened in 2002, extended twice before being replaced by a new ten-year concession from 1 January 2023. Its properties include the Grand Lisboa, which opened in downtown Macau in February 2007 and remains its flagship, alongside Grand Lisboa Palace on Cotai, L'Arc, Casino Lisboa and Casino Oceanus. United KingdomSmarkets is a London-based betting exchange founded in 2008, on which customers back and lay sports and political outcomes against each other with the exchange charging a commission on net winnings, and the operator of the SBK sportsbook app, which prices its bets from the exchange. It is licensed by the Gambling Commission in Britain and in Ireland, Malta and other markets, built its own trading and matching technology, and was for a period licensed in Colorado and Indiana before withdrawing from the United States. Smarkets is privately owned and has around 150 employees in London and Malta.

Snaitech
ItalySnaitech is one of the largest gambling operators in Italy, based in Milan and trading under the Snai brand. Its estate covers more than 1,600 betting shops, around 60,000 slot machines and 10,000 video lottery terminals, an online business, and three racetracks in Milan and Tuscany. Playtech agreed to sell the company to Flutter Entertainment for 2.3 billion euros in September 2024, and the deal closed on 30 April 2025. Snaitech had generated 942 million euros of revenue for Playtech in 2024, more than half the group's total, so the sale completed Playtech's exit from business-to-consumer operations and its refocus on B2B technology. For Flutter, adding Snai to Sisal took its Italian market share to roughly 30%.

Its history is also the clearest case study in African regulatory risk. United KingdomSpreadex is a British gambling and financial services company founded in 1999 in Dunstable by Jonathan Hufford, a former City of London dealer, and now headquartered in St Albans, Hertfordshire. It is one of the few operators combining financial spread betting, sports spread betting and sports fixed-odds betting in a single business. It launched online sports betting in 2006 and later added an online financial trading platform. Formerly listed on the Warsaw Stock Exchange, it was acquired in 2023 by Entain CEE, the joint venture between Entain and the Czech investment group EMMA Capital, and delisted. United StatesSuperBook is the sports betting brand of the Westgate Las Vegas resort, whose SuperBook sportsbook on the Strip is the largest retail sports book in Las Vegas and the home of the SuperContest handicapping competition. The brand expanded into mobile sports betting under its own licences in Nevada, Colorado, Iowa, New Jersey, Ohio, Tennessee, Arizona, Virginia and Maryland from 2021, and subsequently withdrew from several of those states as marketing costs outweighed returns, concentrating on Nevada and a smaller group of markets. SuperBook is owned by the Westgate Resorts group and headquartered in Las Vegas.

Svenska Spel
SwedenSvenska Spel is the Swedish state gambling operator, founded on 1 January 1997 and wholly owned by the Swedish government. Casino Cosmopol, which runs the country's land-based casinos, is its subsidiary. Its position changed fundamentally when the Gambling Act 2018:1138 took effect on 1 January 2019, ending the commercial monopoly and opening a competitive licensing system under Spelinspektionen. Svenska Spel was among the sixteen companies licensed at the outset, and now operates its sport and casino business in competition with Betsson, LeoVegas, Kindred and bet365 while retaining exclusive rights in parts of the lottery segment. It is the clearest European example of a former monopolist made to compete in its own market.

TAB New Zealand
New ZealandTAB New Zealand is the statutory betting operator holding New Zealand's monopoly on sports and racing betting, established to fund the racing industry and sports bodies. In 2023 it entered a twenty-five-year strategic partnership under which Entain operates its betting business and technology, bringing the TAB onto Entain's platform while the statutory body retained ownership and the distribution of proceeds to racing and sport. The Lottery Corporation

Its first outlet opened in Warsaw at the corner of Marszałkowska and Wspólna, it began with football betting that year, and the Toto-Lotek number game followed in 1957. It holds a statutory monopoly on number games, on offering casino games over the internet, and on operating gaming machine venues outside casinos, which makes Total Casino the only legal online casino in Poland. Its retail network runs to more than 25,000 points of sale. Poland is the strictest of the large EU markets on online casino, and this monopoly is the mechanism: private operators can be licensed for betting but not for online casino.
