Manitoba (Canada): gambling regulation and licensing

Manitoba is regulated by the Liquor, Gaming and Cannabis Authority of Manitoba, a single body covering all three regulated trades. As in most Canadian provinces, the supervisory function is separate from the operating one: Manitoba Liquor & Lotteries is the Crown corporation that runs the province's casinos, lottery and online gambling offer, while the authority licenses and supervises. The Canadian pattern is worth stating plainly because it is routinely misunderstood abroad. Gambling is a provincial matter under the Criminal Code, conducted and managed by the province, which in practice means a Crown corporation operates and a separate authority regulates.
