The Dutch gambling regulatory authority, Kansspelautoriteit (KSA), has ordered Starscream to immediately cease all its online gambling activities targeting players in the Netherlands. The directive, announced by the regulator on April 22, 2025, comes with a significant financial penalty threat of up to €840,000 should the company fail to comply.
The KSA stated that Starscream has been operating within the Netherlands without the requisite license, thereby illegally targeting Dutch consumers. Under Dutch law, operators are required to secure approval from the KSA before offering any online gambling services in the country.
A KSA-led investigation focused on three specific websites linked to the company: Rantcasino.com, Sugarcasino.com, and Allstarzcasino.com. According to the regulator’s findings, players located in the Netherlands were able to access these websites and participate in gambling activities despite Starscream not holding a Dutch license.
Investigation Details Uncovered
The probe into Starscream’s activities began in June 2024. During the initial investigation, KSA agents were able to access both the Sugarcasino.com and Rantcasino.com websites from within the Netherlands. They were able to successfully create player accounts, deposit funds, and engage in games of chance. At that time, the KSA noted a lack of technical measures implemented by Starscream to prevent Dutch consumers from gambling on the websites.
Follow-up visits were conducted in September 2024, during which agents were still able to access and play on the two websites. However, a further visit in December 2024 showed that technical measures had seemingly been put in place, as agents were unable to access Rantcasino.com and Sugarcasino.com from the Netherlands during that check.
Despite these apparent steps on two sites, the KSA also tested the Allstarzcasino.com website in December 2024. On this occasion, investigators were still able to create an account, deposit funds, and gamble, indicating that blocking measures were not in effect for this site.
Penalty Issued Amidst Tough Enforcement
Taking into account the overall findings of the investigation, the regulator determined that Starscream’s operations constituted an illegal offering in the Netherlands. Consequently, the KSA ruled that Starscream should face a penalty payment order. Although the ruling itself was dated January 21, 2025, it was made public by the KSA this week, in April 2025.
The penalty has been set at €280,000 per week for any continued unlicensed activity targeting the Dutch market, with a cumulative maximum penalty capped at €840,000.
The KSA reiterated its commitment to maintaining a “tough” approach against illegal gambling offers as a means of better protecting players. The regulator stated that the imposition of financial penalties is often an effective method for quickly halting illegal operations and noted that providers may also be subject to additional fines covering the period during which their illegal offerings were available.
Context of Broader Enforcement and Industry Concerns
Starscream is the latest in a series of unlicensed operators to face regulatory action from the KSA in recent weeks. Earlier in April 2025, the regulator imposed a €1.2 million fine on Techno Offshore for running unlicensed gambling operations via its Nolimitbet.com and Simplecasino.com brands. Additionally, this week, the KSA also issued a weekly penalty payment order against Gamusoft concerning its unlicensed operations on csgofast.com, a site offering wagering on the esports title Counter Strike: Global Offensive.
These enforcement actions come amid ongoing concerns within the licensed Dutch gambling industry regarding the growth of the illegal market. The licensed industry trade body, VNLOK, has publicly aired these concerns, following the KSA’s own report revealing that the channelisation rate - the percentage of players using legal rather than illegal sites - in the Netherlands was estimated to be just 50% over the second half of 2024.
In related news from the licensed sector, VNLOK recently announced that Helma Lodders had resigned as the body’s chair, with Björn Fuchs elected as her successor. Fuchs is expected to hold this role in conjunction with his existing position as chief digital officer at Fair Play Casino.
The KSA’s action against Starscream underscores the regulator’s determined efforts to curb illegal online gambling in the Netherlands and enforce compliance with the country’s licensing requirements, reinforcing its focus on creating a safer gambling environment for Dutch players.
