Her appointment marks the first time a woman will hold the top regulatory position overseeing the world’s leading gaming jurisdiction, occurring during a period of administrative transition and focused economic diversification for the city.
The Macau government announced the appointment of Ng Wai Han, former director of the Public Administration and Civil Service Bureau, as the head of the DICJ. As reported by iGaming Times, citing the government’s Official Bulletin on May 7, 2025, this appointment completes the transition process following the departure of former Chief Executive Ho Iat-Seng and the assumption of office by incoming Chief Executive Sam Hou Fai in mid-December 2024. Ng succeeds Adriano Marques Ho, who transitioned to become customs director general under Chief Executive Sam last year.

Ng Wai Han brings extensive experience in public service to her new role. Her background includes leadership positions from 1999 to 2017 at the Macau Labour Affairs Bureau. She also served as deputy director of the Public Administration Bureau before stepping into the directorial role in September 2023. As reported by iGaming Times, citing Macao News, Ng is a graduate of Sun Yat-Sen University with a master’s degree in criminal law. Secretary for Economy and Finance Tai Kin Ip, who announced the appointment, stated, as reported by iGaming Times, that Ng’s “professional competence and aptitude” qualify her for the demanding position. She will initially serve a one-year term as the head of the DICJ.

The city remains the world’s leading gaming jurisdiction by revenue, generating a gross revenue of MOP226.8 billion (approximately $28.1 billion) in 2024. By comparison, Las Vegas recorded $15.8 billion and Singapore nearly $6 billion in the same year.
However, Macau’s economy faced significant challenges when its primary revenue stream was heavily impacted by the pandemic, which led to border closures for almost three years.
