Lithuania’s regulated gambling market has continued its strong growth trajectory in the first half of 2025, with total Gross Gaming Revenue ( GGR) reaching €131.5 million. According to new figures from the country’s Gaming Supervision Service, the growth was almost entirely fuelled by the booming online sector.
The data reveals a stark and accelerating channel shift in the Baltic nation. Online GGR surged by 18.2% year-on-year to reach €96.1 million. In contrast, the entire land-based sector-comprising casinos, betting shops, and slot halls-grew by a marginal 2.2% to €35.4 million. The online market is now nearly three times the size of its retail counterpart.
A closer look at the online vertical shows the immense popularity of slot products. Online slots generated €64.4 million in GGR, a figure that now accounts for 45% of the entire national gambling market, both online and land-based combined.
Online sports betting also posted healthy gains, with GGR rising by 10.5% year-on-year to €21.3 million. By comparison, the country’s retail betting shops generated just under €4.9 million over the same period.
Lithuania’s traditional lottery market also remains robust. Lottery ticket sales grew by 14.1% to €80.8 million, resulting in a GGR of just over €36 million for the lottery operators.
The land-based casino and slot hall sector, however, continues to struggle for significant growth. Physical slot machines generated €22.9 million in GGR, while table games brought in €7.6 million. The slow recovery of the retail sector is seen as a reflection of a permanent shift in consumer behaviour towards digital platforms.
The strong growth of the online market is providing a reliable and expanding revenue stream for the Lithuanian state. In the first half of the year, the combined gambling and lottery industries contributed €41.7 million in taxes to the national budget.
While regulators continue to face the challenge of managing player protection in the rapidly expanding digital market, the current trends suggest that Lithuania’s iGaming sector is on track for a record-breaking year in 2025.
