The national gambling regulators of Botswana and Namibia have entered into a strategic partnership, formalising their commitment to regional cooperation through the signing of a Memorandum of Understanding (MoU). The agreement, finalised during a bilateral meeting in Gaborone, aims to set a new benchmark for the regulation of gaming activities in Southern Africa.
The core of the MoU is a shared determination to strengthen and align regulatory frameworks. Both the Botswana Gambling Authority and the Namibia Lotteries Board have committed to establishing formal channels for sharing information and expertise. The framework also provides for collaborative research efforts to better understand the social impacts of gambling, with the goal of creating data-driven policies that protect consumers and support a sustainable industry.
To translate this strategic vision into practice, the alliance will pursue several key initiatives. A significant component will be the development of joint training programmes for regulatory personnel, designed to ensure both authorities are aligned with international best practices and equipped to handle the complexities of the modern gaming sector.
In addition, the regulators will collaborate on public awareness campaigns focused on responsible gaming. These campaigns will aim to educate players on the potential risks of gambling and inform them of the support resources available for those who may need assistance, reaffirming a mutual commitment to harm minimisation.
The partnership was formalised by high-ranking officials from both nations. The Botswana Gambling Authority was represented by Board Member Mr. Gaoakanye Tapeng and Chief Executive Officer Peter Emolemo Kesitilwe, while the Namibian delegation was led by Dr. Wycliff Shililifa, Chairperson of the Lotteries Board, and its CEO, Dr. John Shimaneni.
This formal cooperation is a concerted effort to address common challenges faced by both jurisdictions, including the proliferation of unlicensed online gambling and the need for effective measures to tackle problem gambling. By presenting a united front, the two nations aim to enhance the integrity and public trust of their respective gaming sectors.
