Nevada is the oldest gaming jurisdiction in the United States and one of the most conservative on online play, which surprises people who assume Las Vegas leads on everything. The Nevada Gaming Control Board and the Nevada Gaming Commission regulate under NRS Chapter 463. Online poker is permitted under NRS 463.016425 and limited to a small number of operators, and mobile sports betting is permitted, but online casino games are not offered at all. The omission is a policy choice rather than an oversight. Nevada's economy rests on a land-based casino industry that employs a very large share of the state's workforce, and successive administrations have judged that a full online casino market would cannibalise the floor that funds it. Where other states treat iGaming as incremental revenue, Nevada treats it as a substitute for something it already has. Its gaming tax is among the lowest in the country, which is the other half of the same bargain: keep the rate low, keep the operators building, and take the revenue from volume and from everything the visitor spends besides gambling. The question to watch is whether that calculation holds as neighbouring states demonstrate that online casino can grow alongside a physical estate rather than replacing it. Nevada has the longest institutional memory in American gaming and has never been quick to revise it.
Nevada Gaming Control Act (NRS Chapter 463)
Nevada is not expected to expand into online casino in the near term, given the priority placed on physical casino tourism. The market to watch is mobile sports betting and the durability of the poker-only interactive model.
Derek Stevens' downtown resort becomes the Athletics' official resort and Circa Sports their official sportsbook in a multi-year deal announced on Thursday, 19 months before the ballpark opens. The 22-seat Circa Dugout Box sits beside the home dugout and, Stevens says, "it's going to be very important to know a Circa casino host" to get in.
The Gaming Commission added the word "wagering" twice to Regulation 5.200, so a private salon now logs only the guests who bet, not everyone who walks in. The attorney general's office said the industry found the 2025 rule "somewhat burdensome"; Commissioner George Markantonis said he does not understand compliance being called burdensome, then voted for it anyway.
Jesse Lynn and Ted Papapostolou resigned "effective immediately" on 16 September and the Icahn Group waived its right to replace them, five weeks after the board declined to treat Icahn's $34 as superior to Fertitta's $31. Two days earlier the FTC asked both sides for more documents, which stops the antitrust clock until they comply. Shareholders vote on 22 September regardless.
The Ohio Casino Control Commission's June resignation letter surfaced at a Massachusetts Gaming Commission meeting last week, where commissioners decided to stay "for now". The national problem-gambling body says taking Kalshi's money is not an endorsement. Three state bodies have decided it is.
Preston Banks says he spent three years tracking an "Argentina Scheme" of up to 150 patrons on unverified funds, that executives called the behaviour "cultural", and that he was dismissed 27 days after his final report while the casino banned 28 of the patrons and chased $12 million in unpaid credit. Resorts World calls the suit frivolous.
Fourteen months after the "Big Beautiful Bill" cut deductible losses to 90%, the Ways and Means Committee has attached the fix to a crypto tax bill and sent it to the floor. It still needs the House, the Senate and the President before 1 January, and the House is about to leave town.
Nevada's win against sports event contracts is stayed while the full court decides whether to rehear it, so Arizona, Montana and California cannot enforce, Nevada and Washington do so through state courts, and the Supreme Court's conference is on 28 September.
The federal regulator moved for a preliminary injunction on 11 September, with Robinhood pressing to join the case and Crypto.com taking the Nevada question to the Supreme Court. Connecticut's responses are due on 2 October.
The Nevada Gaming Control Board used its first meeting after the Ninth Circuit ruling to say sports event contracts are sports bets, full stop. Kalshi's co-founder says the company will keep arguing for a single federal regulator, and New Jersey has now asked the Supreme Court to settle it.
