Will Finland's licensed online gambling market open to players on 1 January 2027 as legislated?

Finland's Gambling Act replaces the Veikkaus monopoly with a licensing system: licences applied for during 2026, with licensed operators able to offer games from 1 January 2027. Delays to the supervisory authority or the licence round would push the date.

Resolution rule

YES if at least one privately owned operator holding a Finnish licence is legally offering online gambling to Finnish players on 1 January 2027, confirmed by the Finnish licensing authority. NO if the opening is postponed past that date.
