Summary

Türkiye has no licensing market for private operators: every form of gambling is either a state monopoly or a crime. Sports betting belongs to the Spor Toto Organisation Presidency, part of the Ministry of Youth and Sports, under Presidential Decree No. 1 and Law 7258. It sells the Spor Toto pool and the iddaa fixed-odds game through retail dealers and online dealers it licenses, while a private master dealer chosen by tender under Law 5738 runs the central betting system and odds. The cash lottery licence sits with the Türkiye Wealth Fund for 49 years and the games have been run by a contractor since August 2020 under the supervision of Milli Piyango İdaresi. Horse race betting licences also belong to the Fund, supervised by the Ministry of Agriculture and Forestry. Casino venues have been banned since 1997 and online casino games are prohibited. The state levies a games of chance tax on stakes net of VAT: 5% on sports betting, 7% on horse racing and 10% on other games. Prizes above TL 66,935 bear a 20% withheld tax. Spor Toto's gross sales reached TL 581.5 billion in 2024, about 86% of it through six online dealers. Unauthorised betting is punished heavily: three to five years for organising it, four to six years for giving access to foreign sites, three to five years for moving the money and one to three years for promoting it, and players face administrative fines. Milli Piyango alone reported 84,585 sites for blocking in 2025. Since 31 July 2026 blocking orders are executed by the Cyber Security Presidency rather than BTK, and a presidential action plan for 2025 to 2026, coordinated by MASAK, targets the payment and advertising channels behind illegal betting.

Common pitfalls

Treating the online sites linked from the Spor Toto website as independent licensees: they are dealers selling Spor Toto's own games, not operators with their own book. Assuming only operators are exposed: players are fined and people who move money or promote illegal betting face prison terms. Citing BTK as the blocking body after 31 July 2026, when execution moved to the Cyber Security Presidency. Reading the TL fines in the statutes as current amounts: administrative fines are revalued every year.

Barriers to entry
There is no licence for a private operator to offer its own betting, casino or lottery products. Online dealers must be Turkish joint-stock companies with registered shares and a transparent ownership structure, whose 10% shareholders and managers have no convictions for illegal betting or gambling offences and whose business has not been banned in the previous five years; their articles must be limited to the dealership.

There is no affiliate regime. Promoting unauthorised betting or games of chance is a crime under Law 7258, art. 5(1)(ç) and Decree Law 320, art. 52, and Milli Piyango blocks and reports sites and accounts that advertise or redirect to illegal platforms.

Spor Toto may pay for advertising with sports organisations, federations, clubs, athletes and public sports projects in return for promotion of its games (Spor Toto Advertising Regulation, art. 6).

Restrictions

  • Online dealers may carry out marketing only when Spor Toto has them do it, the activity is not aimed at encouraging under 18s, does not harm social values and is limited to sports-related media (Betting Regulation, art. 31(1)(e), as amended 13 February 2026).
  • Online dealers may not send calls, text messages, letters or emails to people other than their subscribers to promote betting (art. 31(1)(g)).
  • Winners may not be named or shown in advertising without their written consent (art. 36).
  • Online advertising of casino-type games is prohibited, as is misleading or inducing advertising for them (Milli Piyango online games regulation, art. 5).
  • Milli Piyango marketing may not present games as a source of income, must avoid minors and vulnerable groups, and avoids locations near schools and children's programming slots (MPİ responsible marketing policy).

Players on unauthorised betting or games of chance: TL 5,000 to 20,000 as written in the law, revalued each year (Law 7258, art. 5(1)(d); Decree Law 320, art. 52(1)(d); Law 5326, art. 17(7)). Outlook

The MASAK-coordinated action plan under Presidential Circular 2025/18 runs to the end of 2026, so the focus stays on payment intermediaries, social media advertising and streaming platforms rather than on opening the market. The move of blocking execution to the Cyber Security Presidency from 31 July 2026 is the first test of whether the new body keeps the pace of the BTK years. Milli Piyango is also waiting on a Court of Cassation ruling on whether Decree Law 320, art. 52 can ground prosecutions for unauthorised games of chance. No bill to license private operators has been published.

Can a private operator get a licence in Türkiye?
No. Sports betting is reserved to Spor Toto, the cash lottery licence is held by the Türkiye Wealth Fund and horse race betting licences are also held by the Fund. Private companies take part only as contractors or as Spor Toto dealers selling its games.
