Compliance

Geo-Blocking

Definition

Technical restriction of access to a gambling service based on the player's geographic location, typically by IP address, device geolocation, or payment routing.

Why it matters

Geo-blocking is the foundational tool for license compliance in regulated markets. An operator licensed in Spain must geo-block players outside Spain on their Spanish-licensed entity; an operator with no UK license must geo-block UK players from any product that would otherwise serve them; US sports betting operators must geo-block across state lines to operate only in licensed states. The combination of IP-based blocking, device geolocation, and payment-method validation handles most legitimate use cases.

Sophisticated geo-blocking is harder than it looks. Players using VPNs can spoof IP location; mobile geolocation can be unreliable at state borders; players changing residence during a session create edge cases. US sports betting operators in particular have invested heavily in geo-fencing technology (GeoComply being the dominant vendor) because state-line accuracy is a regulatory requirement and breaches are enforcement matters. The "Tribal versus commercial gaming on tribal land" boundary in US states with both adds another geo-fencing dimension.

Frequently asked questions

  • How accurate is geo-blocking at borders?

Modern multi-signal geo-fencing (combining IP, device GPS, WiFi triangulation, and payment validation) is highly accurate within mainstream populated areas. Edge cases at state or country borders require careful tuning. Major US sportsbook operators publish detailed location verification flows that handle border ambiguity.

  • Can VPN use defeat geo-blocking?

Basic IP-only geo-blocking can be defeated by VPNs. Multi-signal geo-fencing detects VPN use and additional anomalies. Operator T&Cs typically prohibit VPN use and combined-signal detection flags most attempts. Pure VPN circumvention is unreliable as a means of accessing geo-blocked services at scale.
