Timor-Leste, an island nation located in the Malay Archipelago, has issued its inaugural offshore gaming license. The recipient is Golden River Universe (GRU), a subsidiary of the online lottery provider GD Lotto, marking a significant step in the country’s aspirations to develop into a digital gaming hub for the Asian region.

Golden River Universe (GRU), operating under the oversight of the Inspectorate General of Gaming, has articulated an ambitious vision to “transform Timor-Leste into Asia’s Malta - a trusted digital hub for offshore gaming, compliance and innovation.” This goal signals a strategic effort by the young nation to leverage the digital gaming industry for economic development and international standing.

GRU’s parent company, Grand Dragon Lotaria (GD Lotto), is already a prominent player in the region, recognised as Timor-Leste’s largest online lottery operator. GD Lotto also holds licenses in other markets, including Cambodia and Nigeria, and states that it reaches players in more than 10 countries globally. In light of receiving the offshore gaming license in Timor-Leste, GD Lotto has announced plans to relocate several key operational departments, including its research-and-development, customer service, and global support divisions, from Cambodia and the Philippines to Timor-Leste.

According to an agreement signed in a February 2025 filing, lawmakers have reached a deal with Asia-Pacific Strategic Investments Ltd (APS) to explore the development of a casino resort project estimated to cost $60 million (approximately £47.5 million / €57.2 million). If this proposal is approved, it would mark the establishment of the first land-based gaming hall within the Southeast Asian republic.
