The United Arab Emirates is the newest commercial gaming jurisdiction of consequence, and the most closely watched. The General Commercial Gaming Regulatory Authority was established in 2023 as an independent federal body to license and oversee commercial gaming, in a country where gambling had previously had no legal framework at all. The GCGRA issues licences across several categories, covering gaming operators, gaming-related vendors, key persons and gaming employees. The first commercial gaming facility operator licence went to the entity developing Wynn Al Marjan Island in Ras Al Khaimah, a joint venture involving Wynn Resorts, Marjan and RAK Hospitality Holding, and the resort is expected to open in 2027. What exists today is a regulator, a licence framework and one licensed development. Treat everything beyond that as unsettled: the online verticals sit inside the authority's stated remit but the market has not opened, and the emirate-level politics of any wider rollout are not public.
Two things to watch: whether a second operator licence is granted, which would end the practical exclusivity Wynn currently enjoys, and whether the GCGRA opens any online category. Both are speculation until the authority says otherwise.
