iLottery

iLottery is the lottery sector's move online, and in several jurisdictions it is the largest lawful online gambling channel there is. Where a state or national lottery holds a monopoly on lottery games, its digital channel sells the same draw games (numbers draws, multi-state jackpots) and, increasingly, instant win games designed for the screen, to players who would otherwise buy at retail or not at all. The lottery keeps its legal position, its retail network gets a digital complement, and the state gets the revenue it was already entitled to from a channel that grows faster than shops.

The commercial model differs from casino. Lotteries return a much lower share of stakes as prizes than slots do (draw games return around half; instant games somewhat more), they are typically obliged to distribute a defined share of sales to good causes or the treasury, and their marketing is constrained by their public status. Growth therefore comes from channel shift and from product: e-instants with slot-like reveal mechanics, subscriptions that automate repeat play, and cross-promotion from retail through loyalty apps. Platform providers build and run the digital channel for many lotteries under long contracts, which makes iLottery a concentrated B2B market.

The regulatory position is the interesting part. In the United States, iLottery is lawful in a growing number of states, some of which prohibit online casino, and the line between an e-instant and a slot is drawn by statute rather than by the games themselves; retailers and casino interests contest each expansion. In Europe, state lotteries operate online under their monopoly rights alongside licensed private operators, and the boundary between lottery products and gaming products is policed by the regulator.
