Allwyn UK Removes Three Chief Roles and Pulls Strategy Into the Chief Executive's Office
Allwyn UK, operator of the United Kingdom's National Lottery, set out the changes in an announcement on 5 November. The company says the structure is designed to accelerate growth, increase returns to Good Causes and improve the experience for players and retailers by grouping commercial, customer and technology capabilities around its Retail and Digital channels and elevating marketing.
The Chief Technology Officer and Managing Director, Digital roles end, with technology folded into Digital, Retail and Security. Strategy moves to the chief executive, so the Chief Strategy and Transformation Officer role also ends.
Mark Smith, formerly technology chief at ITV, will leave but remain Technology Strategy Adviser until June 2027. Richard Dawkins leaves in December after nearly three years, and Sarah Venning at the end of November. Allwyn UK's leadership page lists 10 executives, including Walker, so three of the 10 are going.
A new Chief Digital Officer will take digital products and channels, customer experience, technology, data, automation and AI, and the commercial performance of the digital channels; nobody was named. A new Chief Marketing Officer will combine brand, marketing, creative, CRM, communications, product marketing, Winners' Services and customer experience. Stephen Taylor, founder of the advisory firm CMO Thrive, whose past brands include PayPal, Samsung and Nokia, according to the company, joins as interim CMO on 17 November.
Chief Impact Officer Alastair Ruxton becomes Director of Social Impact, reporting to the chief executive, a role the company says will create "even more compelling reasons for people to play". No cost, severance or wider headcount figure was disclosed.
Walker, whom the announcement calls "CEO", promised stronger growth and "much clearer accountability for performance". Allwyn UK's leadership page still lists him as interim chief executive, and its 19 August announcement said a search for Andria Vidler's permanent successor was under way. No appointment has been announced.

The Sales Backdrop
The Gambling Commission's official statistics for July to September, published on 3 November, put the quarter's payment to Good Causes at £388.3 million, down 15.8% on a year earlier. Sales fell 6.6% from the previous quarter, with every existing game lower and the largest falls in EuroMillions and Lotto, partly offset by the new Powerball game. Against the same quarter of 2025, sales were down 13.4%.
April to June had already shown sales down 12.5% and Good Causes payments down 22.2%, the fall the National Audit Office will examine in a review of the licence award due in spring 2027.
Digital Now Has One Owner Accountable for Revenue
Until now one executive ran technology and another the digital business; the new Chief Digital Officer holds both the platform and the digital P&L. That mirrors how betting operators organise, and Walker's William Hill career, cited by Allwyn, points the same way. The risk is continuity on systems the licence depends on, and keeping Smith as an adviser until June 2027 is the hedge. Interactive Instant Win Games drove part of the year-on-year fall in both quarters, so the digital chief will be judged quickly.
Good Causes Are Being Recast as a Reason to Play
Allwyn says plainly that the social impact role exists partly to give people more reasons to play. The Good Causes Contribution is a fixed sum plus a share of the operator's surplus, according to the Commission, so higher sales do lift returns. But a monopoly operator using charitable outcomes to drive play invites questions, while the National Audit Office is examining whether the licence was designed to maximise returns to Good Causes.
An Interim Chief Is Building the Structure His Successor Inherits
Walker has redrawn the top team before a permanent chief executive is named, and Allwyn has not said whether he is a candidate. His appointment already drew questions from two MPs to the Gambling Commission, so the permanent choice will be scrutinised. From December the marketing chief is interim and the digital chief unnamed, through the Christmas period that Allwyn's biggest-ever festive campaign, launched on 6 November, is meant to lift. The announcement does not say how the existing brand and marketing director's role fits under the new CMO.
Allwyn has chosen accountability over continuity while sales are still falling. The October to December figures, which cover the Christmas campaign, will be the first test of it.
