Malta Suspends Condor Malta, the Operator Behind Casinosieger and Rembrandt Casino

The Malta Gaming Authority has suspended a casino and betting licence on four grounds, including a clause that covers unmet financial commitments. The notice says players must still be able to see their accounts, but it says nothing about withdrawals.

A Four-Ground Suspension Under Malta's Enforcement Regulations

The Malta Gaming Authority has suspended the authorisation awarded to Condor Malta Limited, holder of licence MGA/B2C/340/2016, the regulator said in a notice dated 28 September. The suspension took effect on 16 September. It was imposed under regulation 8(1)(f) of the Gaming Compliance and Enforcement Regulations (S.L. 583.06), which lists suspension or cancellation among the enforcement measures open to the authority, and the MGA said the decision may be appealed under Article 43 of the Gaming Act. That article gives an aggrieved party 20 days from service of a decision to appeal to the Administrative Review Tribunal, according to the MGA's 2025 annual report.

The notice cites four grounds from regulation 9(1) of the regulations without explaining how they apply. In the text of the regulations, paragraph (a) covers cases where the authority is satisfied that the licensee, a person holding a direct or indirect interest in it, or a person holding a key function is not, or has ceased to be, fit and proper. Paragraph (c) covers failure to comply with obligations under any regulatory instrument or other Maltese law. Paragraph (d) covers a licensee that "has failed to discharge financial commitments for its operations", or where the authority has reason to believe such a failure is imminent. Paragraph (m) lets the MGA suspend when, "in its sole discretion", it finds material and sufficient reason. The notice does not say which failures it found, or when they occurred.

Two details of the notice are worth noting. It was published 12 days after the suspension took effect, and it does not say why. And its web address refers to "Condor Ltd" and company number C 79820, while its text names Condor Malta Limited and company number C 70089. C 70089 is the registration number Condor Malta gives in its own terms and conditions.

Ten Websites, Two Verticals and a British Licence

The MGA's licensee register lists the licence as suspended and shows it covering Type 1 gaming services, the category that includes casino games, and Type 2, fixed-odds betting including live betting, with Altenar Software as the approved sportsbook supplier. The register lists ten websites: spinnerikasino.com, Big5Casino.com, 24bettle.com, casinosieger.com, b-bets.com, rembrandtcasino.com, luckybull.com, pedalada10.com, gambeta10.com and tournaverse.com. The company is registered in Ta' Xbiex.

The terms on Casinosieger's website describe the brand as operated by Condor Malta, refer to the company and "Condor Gaming" together as the "Condor Group", and say the Malta licence was issued on 1 August 2018. The same terms refer to an Irish remote bookmaker's licence issued by the Revenue Commissioners in August 2023. Condor Malta also appears on the Great Britain Gambling Commission's public register, where on 29 September its remote casino and general betting licence was still listed as active, with trading names including Casinosieger, Rembrandt Casino, B-Bets and 24Bette, and no regulatory actions recorded. The MGA notice concerns only the Maltese authorisation.

What the Notice Says, and Does Not Say, About Players' Money

The MGA's instruction is limited: Condor must "retain and provide access to all registered players to their player accounts for visibility purposes". That lets players see their balances and history. It does not, on its face, require the company to pay balances out, and the notice gives players no further guidance. Under regulation 11 of the same regulations, a suspension does not affect a licensee's liability for anything done or for amounts that had accrued before the date of suspension.

Condor's own terms say player funds "are protected in the event of insolvency by the segregation of customer funds and are held in a separate designated bank account", and then add that "these funds may in certain situations, be considered to form part of the assets of the Company in the event of insolvency". The terms name the Malta-based MADRE as the alternative dispute resolution body for complaints, which the MGA register also lists as Condor's approved ADR provider.

The Financial-Commitments Ground Is the One Players Should Read Closely

The MGA did not need to cite regulation 9(1)(d) to suspend Condor; the fitness-and-propriety and compliance grounds, together with its discretionary power, would have been enough. Citing a failure to discharge financial commitments, or the prospect of one, is a signal about the company's finances, not only its conduct. Combined with a notice that guarantees visibility of accounts but not withdrawals, it leaves players with balances on ten websites uncertain about when, or whether, they can recover them. The regulations point to the next step: the MGA may cancel an authorisation if it concludes that the problem behind a suspension cannot be rectified, or if the licensee keeps offering gaming while suspended. Whether that follows, or Condor appeals or remedies the breaches, will decide how this ends for its customers.

A Rare Step From a Regulator That Usually Fines

The MGA's enforcement record shows how unusual this is. Its 2025 annual report lists 22 warnings, 30 administrative penalties worth €162,520 in total, two cancellations and one suspension for the year, down from nine suspensions in 2023. The authority usually corrects licensees through penalties and warnings; suspending a licence it first issued in 2018 suggests the problems went beyond what a fine could fix. It also lands as Malta's regulator is under scrutiny on other fronts, from the breach of its licensee portal to the mystery-shopping findings on self-exclusion across operators' brands, and days before its new domestic gaming tax takes effect.

The MGA has taken one of the few measures it rarely uses and explained almost none of it. For Condor's customers, the question the notice leaves open, what happens to their money, is the one that matters most.
