Summary

Cape Verde reserves games of chance to the State and allows them only under a concession or licence. The Inspeção Geral de Jogos (IGJ), a central inspection service with functional, administrative and financial autonomy under the Ministry of Tourism and Transport, supervises casinos, online gaming, lotteries and other social games. Land-based casinos operate under concessions for gaming zones under Law 77/VI/2005 as amended by Law 62/VII/2010: Casino Royal holds Sal, MLD Cabo Verde Entretenimento holds Santiago and, under a contract signed in October 2025, Monte Cara Casino holds São Vicente, where remote play is excluded. Online gaming is governed by Decree-Law 73/2015, which covers betting on sport and other events, lotteries, bingo, casino games and poker. Operators need a company or branch in Cape Verde, a .cv domain, a data registration platform in the country, local bank accounts and systems certified by an IGJ-accredited body, and residents may not play on unauthorised sites. The only online right on record is exclusive: the IGJ says MLD will run online gaming alone for 10 years under its 2015 Santiago concession. No public licence register or live licensed site was found. Casinos pay a special gaming tax of 10% of declared gross revenue and no other tax on gaming activity. The online levy is to be set by a separate government decree, which was not found. Lotteries and other social games are exclusive concessions for non-profit bodies under Law 54/IX/2019 and may be sold online; the Cape Verde Red Cross runs the National Lottery, Totoloto and Joker. The IGJ enforces AML rules under its 2024 regulation. No gaming market statistics are published.

Common pitfalls

Reading the 10% special gaming tax as the online rate: it applies to casino concessionaires, and the online levy awaits its own decree. Treating Decree-Law 73/2015 as an open licensing market: the only online right on record is MLD's exclusive one. Assuming the São Vicente concession includes online play: its contract excludes remote offer. Treating lotteries as IGJ licences: they are social games concessions for non-profit bodies, with policy under the social solidarity minister. Relying on the IGJ website: it was down for maintenance in September 2026, and its casino page still listed São Vicente as available after the 2025 award.

Tax base
Special gaming tax (imposto especial sobre o jogo) of 10% of declared gross revenue of casino concessionaires (Lei n.º 77/VI/2005, art. 28, confirmed as the rate in force in the 2025 São Vicente contract). Gross revenue is stakes less prizes paid for banked games and machines, and the house percentage for non-banked games (arts. 29 and 30). The 10% is the land-based casino rate. Online operators pay a separate gaming levy (taxa de jogo) whose rate is to be set by government decree according to licence type, charged on stakes for betting, lotteries and bingo, on gross revenue for casino games and poker and on prizes for media games (Decreto-lei n.º 73/2015, arts. 69 and 70); that decree was not found.

Bank guarantee or bond
Online licensees lodge a guarantee with the IGJ within 20 days of notice, by bank deposit, bank guarantee or surety insurance payable on first demand, in an amount set in the licence and reviewed every six months to cover the average balance of player accounts and the average gaming levy (Decreto-lei n.º 73/2015, art. 61). Casino concessionaires lodge an initial guarantee of 50% of the global premium, 50% of the first year's planned investment and a yearly guarantee of 50% of each year's planned investment (Lei n.º 77/VI/2005, art. 23).
Testing labs accepted
BMM (accredited by the IGJ in 2019 to certify land-based gaming systems)
Notable licensees
MLD Cabo Verde Entretenimento, S.A. (Santiago zone, with online rights), Casino Royal, S.A. (Sal zone), Monte Cara Casino, S.A. (São Vicente zone), Cruz Vermelha de Cabo Verde (social games), FEEL Cabo Verde (social games)
Certification requirements
Online operating systems must be certified by an entity accredited by the IGJ and then homologated by the IGJ, which receives the source code and database structure; updates follow the same route, and operation may start only after homologation (Decreto-lei n.º 73/2015, art. 49; Decreto-regulamentar n.º 1/2019). Random number generators must meet art. 35. Operators must have data security audited by an IGJ-accredited independent body and run a certified security management system (art. 37). Land-based gaming systems are certified by IGJ-accredited bodies.
Barriers to entry
Online licences are granted by the tourism minister on an IGJ proposal, with preference for land-based concessionaires and applicants that bring investment of national interest (Decreto-lei n.º 73/2015, arts. 9 and 10), and the IGJ says MLD Cabo Verde Entretenimento holds online rights in exclusivity for 10 years. Share transfers above 10% need prior ministerial approval (arts. 11 and 23). Casino concessions depend on a Council of Ministers tender for a zone: the 2023 São Vicente tender failed and a 2024 restricted tender by invitation to five entities led to the 2025 award (Resolução n.º 79/2025). Social games are open only to non-profit bodies.

Applicants may offer further financial or other counterparts (art. 62). The gaming levy rate is set by government decree (art. 69), not located.

Boa Vista and Maio are permanent gaming zones under the gaming law with no concessionaire on record, and the IGJ lists Maio as available for concession. The online market stays tied to MLD Cabo Verde Entretenimento's exclusive right, whose 10-year period runs from a start of operation that no source dates; no online tax decree or new online licensing round was found.

Frequently asked questions

Is online gambling legal in Cape Verde?
Only with a licence under Decree-Law 73/2015, which covers online betting, lotteries, bingo, casino games and poker. The only online right on record is the exclusive one held by MLD Cabo Verde Entretenimento under its 2015 Santiago concession, which the IGJ describes as 10 years of exclusivity. Residents may not play on unauthorised sites, and doing so can bring an administrative fine.
Who regulates gambling in Cape Verde?
The Inspeção Geral de Jogos (IGJ), a central service of the Ministry of Tourism and Transport with functional, administrative and financial autonomy. The Council of Ministers awards casino concessions, the tourism minister grants online and special licences, and social games policy sits with the minister responsible for social solidarity. The IGJ is also the AML supervisor for the sector.
How are casinos taxed?
Casino concessionaires pay a special gaming tax of 10% of declared gross revenue, monthly by the 15th of the following month, and no other tax on gaming activity. Half the tax goes to the State budget and the rest to tourism, sport, culture, education funds and the municipalities of the concession area. The online levy rate is to be set by a separate government decree, which was not found.
What must an online operator set up in Cape Verde?
A company registered in Cape Verde or a local branch, a .cv domain and site, a data registration platform in the country, bank accounts in Cape Verde, systems certified by an IGJ-accredited body and homologated by the IGJ, real-time reporting to the IGJ, and 10 years of data backups kept in two locations in the country. Only bank transfers and bank cards may be used.
Who runs the lottery?
Lotteries, pool betting and solidarity games are exclusive concessions for non-profit bodies under Law 54/IX/2019. The Cape Verde Red Cross runs the National Lottery, Totoloto and Joker, which may be sold through its multichannel platform including its website, and FEEL Cabo Verde is a second concessionaire. Net results are split 51% to the State and 49% to the concessionaire.
Which casino concessions exist?
Casino Royal holds the Sal zone, MLD Cabo Verde Entretenimento the Santiago zone and Monte Cara Casino the São Vicente zone, each for 25 years from the start of operation. Boa Vista and Maio are also permanent gaming zones under the gaming law, with no concessionaire on record.
