Mozambique approved its first dedicated legal framework for online gambling on 14 July 2026, when the Council of Ministers adopted a regulation on games of chance operated through electronic and computerised means at its 20th Ordinary Session. The significant design choice is that online is treated as an autonomous modality with its own concession regime, rather than as an extension of an existing casino licence. Supervision sits with the Inspecção-Geral de Jogos, which has come under the Ministry of Finance since a 2025 reorganisation. The motivation is fiscal and openly so. Casino tax collection reached 359.5 million meticais in 2025 against a projection of 666.1 million, about 54% of target, and the online framework is a response to that shortfall rather than to consumer demand. That matters for how quickly licensing is likely to move. A framework built to close a tax shortfall tends to move on the tax authority's timetable rather than the industry's, so the pace of licensing is likely to track collection pressure. Treating online as an autonomous concession, rather than an add-on to a casino licence, at least leaves room for operators without land-based assets.

The framework exists; the licensing practice does not yet. What to watch is whether concessions are actually granted and on what terms, because an approved regulation and an operating market are separated by a lot of administrative work in a jurisdiction this size.
