Summary
Florida is the largest US state where online sports betting is legal and where no operator can apply for a licence. A 30-year compact signed in 2021 gives the Seminole Tribe exclusive rights to conduct sports wagering across the state, and the product reaches consumers through a single app, Hard Rock Bet, which relaunched statewide on 5 December 2023. The legal mechanism is what makes Florida unusual. Online bets are deemed to take place where the server sits, on tribal land, regardless of where in the state the bettor is. That hub-and-spoke construction was the whole battle: it is what allows a tribal compact to authorise gambling that physically happens in someone's living room in Miami. It survived. The D.C. Circuit upheld the compact in June 2023, the Supreme Court declined to hear a challenge in June 2024, and an October 2024 settlement with West Flagler Associates closed the remaining litigation, securing exclusivity through 2051.
