Summary

California is regulated by the California Gambling Control Commission, working alongside the Bureau of Gambling Control in the state Department of Justice. The commission publishes a licensee and registrant look-up, a printable map of the state's tribal casinos and cardrooms, and a rulemaking calendar, and it convenes a Gaming Policy Advisory Committee. What the commission licenses tells you what the market is. Its licensee categories are cardrooms, tribal gaming, third-party providers of proposition player services, vendors, and manufacturers and distributors. That is a market built on cardrooms and tribal compacts rather than on commercial casino licensing, and the third-party proposition player category is close to unique to California, existing because state law bars the house from banking certain games. The conspicuous absence from that list is sports wagering of any kind. California voters rejected two competing sports betting propositions in 2022, and this profile does not assert any online vertical as available. The vertical-by-vertical position, licence fees, tax treatment and compliance obligations have not yet been verified against primary sources and are left as gaps. Given the size of the state, the recurring error worth avoiding is reading tribal casino activity as evidence that online play is permitted. It is not the same question.
