Summary

Nevada is the oldest gaming jurisdiction in the United States and one of the most conservative on online play, which surprises people who assume Las Vegas leads on everything. The Nevada Gaming Control Board and the Nevada Gaming Commission regulate under NRS Chapter 463. Online poker is permitted under NRS 463.016425 and limited to a small number of operators, and mobile sports betting is permitted, but online casino games are not offered at all. The omission is a policy choice rather than an oversight. Nevada's economy rests on a land-based casino industry that employs a very large share of the state's workforce, and successive administrations have judged that a full online casino market would cannibalise the floor that funds it. Where other states treat iGaming as incremental revenue, Nevada treats it as a substitute for something it already has. Its gaming tax is among the lowest in the country, which is the other half of the same bargain: keep the rate low, keep the operators building, and take the revenue from volume and from everything the visitor spends besides gambling. The question to watch is whether that calculation holds as neighbouring states demonstrate that online casino can grow alongside a physical estate rather than replacing it. Nevada has the longest institutional memory in American gaming and has never been quick to revise it.
