Kazakhstan licenses gambling under the Law on Gambling Business of 12 January 2007, a statute that is unusually explicit about technology for its date. It defines an internet casino as an internet resource enabling gambling in real time over the internet or through electronic money, and it builds the supervisory architecture around a mandatory hardware and software complex rather than around inspections of premises. That complex does the regulatory work. A licensed bookmaker or totalisator must use it to calculate odds, record every bet accepted from every participant, calculate and record winnings and payouts, and interact with its own cash desks, supplying the authorised body with the data needed to monitor compliance. The server must sit at the operator's place of business inside Kazakhstan, so data localisation is a licensing condition rather than a policy aspiration. The same system supports monitoring for internet resources bearing the marks of unlicensed internet casinos, bookmakers or totalisators, with those findings passed to the authorised body for mass media. The regulator is not named in the statute. The law defines the authorised body in the sphere of gambling business as a state body determined by the Government, which implements policy and exercises control, and this profile does not assert which ministry currently holds that designation because it was not verified from a source we fetched. Tax rates, licence fees, advertising rules and player protection obligations are likewise left as honest gaps. The statute was last amended in September 2025 in connection with countering proliferation financing.
The gambling regulator is not named in the Law on Gambling Business. The statute leaves the designation of the authorised body to the Government, so any source that states a specific Kazakh gambling regulator should be checked against the current government decree rather than against the Act.
