Summary

Russia regulates gambling by geography and by channel, and the two rules explain almost everything about the market. Federal Law No. 244-FZ confines casino gaming to a small number of designated gambling zones, remote from the main population centres, while licensed bookmakers and totalisators may take bets nationally. Online casino supply is prohibited outright, so the lawful online market is a betting market and nothing else. Oversight has been consolidated in a unified gambling regulator, generally referred to by its Russian initials ERAI, which sits alongside the tax authority's role in licensing bookmakers and supervising gambling taxation. The regulator has become the vehicle for centralising player-facing infrastructure as well as supervision, and legislation reported to take effect on 1 September 2026 establishes a nationwide voluntary self-exclusion register administered through it. That is a significant addition in a market whose responsible-gambling framework has historically been thin, and it brings Russia closer to the Nordic and British model of a single national exclusion list. For international operators the practical position is unchanged and unpromising. The licensed betting market is domestic, the online casino vertical is closed, and supply from outside the framework is treated as unlawful.

Common pitfalls

Two errors recur. The first is describing Russia as having a legal online gambling market: it has a legal online betting market, and online casino is prohibited. The second is treating the gambling zones as a licensing route; they are a geographic confinement for land-based casino gaming, not a jurisdiction from which anyone supplies players elsewhere. Note also that the regulator landscape changed with consolidation into a unified body, so older sources naming predecessor authorities are out of date.

The advertising prohibition is enforced under the advertising legislation alongside the gambling law, with blocking used against unlicensed operators.

Restrictions

  • Online casino is prohibited, so there is no lawful online casino product to advertise.
  • Online sports betting is licensed, and licensed bookmakers are the only operators with a lawful online offer to promote.
  • Gambling advertising is prohibited as a general rule under the advertising legislation, with narrow exceptions principally allowing licensed bookmakers to advertise in connection with sport and within their own venues and websites.
  • Land-based gambling is confined to designated gambling zones, and advertising outside those settings is correspondingly restricted.
  • Promotion of unlicensed operators is unlawful and is met with site blocking.
