Who regulates gambling in Paraguay?

CONAJZAR, the National Commission on Games of Chance, under Law 1016/1997 as amended by Law 7438/2025. Since 2025 it is a deconcentrated body of the tax authority DNIT, which homologates its tender documents and rules and collects the canon. Municipalities and departments authorise local games such as electronic gaming premises.

Can more than one company offer online sports betting in Paraguay?

Not yet. Law 7438/2025 allows up to three concessions, but DARUMA SAM S.A. (APOSTA.LA) holds an exclusive five-year concession approved by Decree 8735/2023, and CONAJZAR confirmed in July 2026 that it is the only authorised operator. No new tender has been called.

How much do operators pay?

A canon set per concession rather than a general gambling tax: 22% of net win a month for the sports betting concession, with a PYG 1 billion monthly minimum, and 7% of win for online casinos, with a PYG 5 million monthly minimum. Corporate income tax is 10%.

Summary

Paraguay runs gambling as a concession system under Law 1016/1997, heavily amended by Law 7438/2025. The regulator, the National Commission on Games of Chance (CONAJZAR), has since January 2025 been a deconcentrated body of the national tax authority DNIT, which homologates its tender documents and game rules and collects the canon operators pay. National games, including sports betting and online casino, can only be awarded by public tender, and each award needs an executive decree. Online sports betting is in practice a monopoly: DARUMA SAM S.A., trading as APOSTA.LA, holds an exclusive five-year concession approved in January 2023, paying 22% of net win a month with a PYG 1 billion monthly minimum. The 2025 law allows up to three sports betting concessions, but no new tender has been called. Online casino, which includes poker, became a statutory game in 2025. Existing online casinos hold provisional authorisations, capped at 30 firms, paying 7% of win; these lapse no later than 3 January 2028 and cannot be extended, and the law requires a tender to replace them. Quiniela was opened to two concessionaires in 2026. There is no separate gambling tax: operators pay the canon and 10% corporate income tax, and winners bear an 8% withholding on cash prizes of PYG 500,000 or more. CONAJZAR can order unlicensed gambling sites blocked and advertising withdrawn, and operating, promoting or knowingly playing unauthorised gambling is a crime.

Common pitfalls

Reading the 2025 law as having opened sports betting to three operators: it allows three, but a single exclusive concession is still in force and no tender has been called. Treating the canon distribution percentages in Law 7438/2025 as a tax rate: they share out what is collected, while the operator pays the canon fixed in its own concession. Relying on the certificate list on the old Ministry of Economy and Finance register page, which dates from 2022 and 2023. Citing Decree 6206/1999, which was repealed in May 2025.

Certification requirements: Gaming machines and systems must meet CONAJZAR technical rules homologated by DNIT, keep an online or real-time connection with CONAJZAR where required, and be certified by an inspection body accredited by the Organismo Nacional de Acreditación (ONA) that has no link to gambling operations (Decree 3846/2025 art. 5). The older CONAJZAR register of laboratories lists Gaming Laboratories International and BMM South America (2014) and the Slovenian Institute of Quality and Metrology (2016).
Barriers to entry: Paraguay is a concession market. National games, including sports betting and casino online, are awarded only by public tender run by CONAJZAR on DNIT-homologated terms, judged on canon offered, financial and legal capacity, experience and guarantee, and each award needs an executive decree (Law 1016/1997 arts. 8, 11 and 20; Decree 3846/2025 art. 4). The 2022 sports betting tender was run as a national tender favouring firms established in Paraguay, and the one qualifying bidder won an exclusive concession. The number of concessions is capped by law at three each for sports betting and quiniela; casino online is capped at 30 provisional authorisations until a tender is held. The CONAJZAR operator register is the reference for who is authorised, but the published certificate list dates from 2022 and 2023.

Outlook

The fixed date is 3 January 2028, the latest day on which provisional online casino authorisations can run under Law 7438/2025; a public tender for casino online is required before then, and none had been called at review. The exclusive sports betting concession runs five years from its start date and was reported to last until 2028, so the first chance of a three-operator sports betting market falls around the same time. Who regulates gambling in Paraguay?: CONAJZAR, the National Commission on Games of Chance, under Law 1016/1997 as amended by Law 7438/2025. Since 2025 it is a deconcentrated body of the tax authority DNIT, which homologates its tender documents and rules and collects the canon. Municipalities and departments authorise local games such as electronic gaming premises.
Can more than one company offer online sports betting in Paraguay?: Not yet. Law 7438/2025 allows up to three concessions, but DARUMA SAM S.A. (APOSTA.LA) holds an exclusive five-year concession approved by Decree 8735/2023, and CONAJZAR confirmed in July 2026 that it is the only authorised operator. No new tender has been called.
Is online casino legal in Paraguay?: Yes, through CONAJZAR authorisation. Casino online, including poker, became a statutory game in 2025. Current operators hold provisional authorisations capped at 30 firms, which lapse by 3 January 2028 at the latest and cannot be extended; the law requires a public tender to replace them.
How much do operators pay?: A canon set per concession rather than a general gambling tax: 22% of net win a month for the sports betting concession, with a PYG 1 billion monthly minimum, and 7% of win for online casinos, with a PYG 5 million monthly minimum. Corporate income tax is 10%.
Are gambling winnings taxed in Paraguay?: Yes. Concessionaires withhold personal income tax at 8% of cash prizes of PYG 500,000 or more, as a single and final payment, under Decree 4661/2020.
What happens to unlicensed operators and their players?: CONAJZAR can order unlicensed sites blocked, advertising withdrawn and premises closed, with equipment seized. Operating or promoting unauthorised gambling carries up to five years in prison or a fine, and knowingly playing carries up to two years or a fine.
