Paraguay licenses online gambling through CONAJZAR, the national games of chance commission created by Law 1016/1997, which awards concessions by public tender and publishes a national register of certified operators and the modalities each may run. That register, created by CONAJZAR Resolution 110 of 2015, is the practical proof of who is licensed: DARUMA SAM S.A. for sports betting, PARIONS S.A. and METROPOLITANA S.A. among the casino online certificates, alongside physical casinos, gaming machines, telebingo and the Jockey Club. Law 7438/2025, published on 6 January 2025, is the biggest change in nearly thirty years. It recognises casino online and lotto as modalities, raises the quiniela and sports betting concessions from one to three each, moves CONAJZAR into the national tax authority DNIT as a deconcentrated agency, and gives the regulator blocking powers over unlicensed sites. Moving CONAJZAR inside the tax authority is the structurally significant part of Law 7438/2025, because it aligns the regulator with revenue collection and gives it blocking powers at the same time. The thing to watch is the tender calendar. Law 7438/2025 promises a three-operator sports betting market, but until CONAJZAR actually runs the competitive rounds, the practical position is close to the old one. Also worth tracking: how the move into DNIT changes supervision in practice, whether the new blocking powers are used at scale, and what the post-provisional tender for casino online looks like. Do not confuse the fiscal canon distribution percentages in the new law with an operator tax rate; no operator rate has been verified here.

The MEF still presents CONAJZAR as one of its dependencies while the DNIT institutional portal also hosts a CONAJZAR page, and Law 7438/2025 is reported to have moved the commission to DNIT.
