Under Law 7438/2025 the CONAJZAR president has been authorised to order the blocking and cancellation of transmission of channels, domains, websites, platforms and internet pages used for the exploitation, operation, sale, payment, advertising or commercialisation of online gambling without authorisation. CONAJZAR and DNIT also hold joint powers of inspection, equipment seizure and destruction, and temporary or permanent closure of clandestine operations.

Outlook

The thing to watch is the tender calendar. Law 7438/2025 promises a three-operator sports betting market, but until CONAJZAR actually runs the competitive rounds, the practical position is close to the old one. Also worth tracking: how the move into DNIT changes supervision in practice, whether the new blocking powers are used at scale, and what the post-provisional tender for casino online looks like.
