Uruguay runs the most state-centred online model in the region. Article 244 of Law 19.535 of 2017 puts online gambling under the principle of illegality and prohibits remote casino and gaming-hall games absolutely, leaving exceptions only for sports betting contests organised by the Executive and for authorisations already granted. The Direccion Nacional de Loterias y Quinielas, executing unit 008 of the Ministry of Economy and Finance, both runs the Lottery and supervises the Quiniela concessions, so the same body is operator and supervisor, a dual role that several regional regulators have moved away from. In practice the single lawful online product is Supermatch, run under state concession. Everything else, including advertising, is prohibited, and the DNLQ has issued repeated public warnings against illegal platforms operating in the market. Because the prohibition is drafted as a principle rather than a licensing gap, there is no application route for a private operator and no partial authorisation to seek. Reform has been discussed periodically without reaching statute. Until Article 244 is amended, Uruguay should be read as closed to commercial online gambling rather than as an unregulated or emerging opportunity.

The reform is the story. The government has signalled an online gambling bill that would split regulation from operation by turning the DNLQ into a contralor body, create a national online gaming agency and a national register of bettors, and stand up a state online platform. Watch whether it arrives as an actual bill, whether the state platform crowds out any private licensing, and how the 2026 World Cup enforcement push against unauthorised operators and their advertising plays out. Until then Uruguay is monopoly for sports betting and prohibited for everything else online.
