Maine Has No Rule on AI in Gambling, and Its Draft Online Casino Code Does Not Add One

Maine's regulator says it is monitoring the use of AI "locally and nationally" after the New York Times report on DraftKings, which takes about four in every five dollars bet with the state's mobile sportsbooks. Its draft rules for online casino, the product at the centre of the Times investigation, are open for comment until 30 October.

DeWine on Kalshi: "These Guys Are Pigs," and Ohio "Will Certainly Enforce the Law"

Ohio's governor has called prediction markets "really gambling, nothing more than that" and promised enforcement after the Sixth Circuit ruled for the state. The commission's proposed $5 million penalty against Kalshi has been pending since April, and Kalshi says the ruling will not survive further review.

Wynn's Billings Breaks Ranks With MGM and Caesars on Prediction Markets

On the opening main stage at G2E, the chief executives of MGM Resorts and Caesars called prediction markets illegal, "obscene" and a risk to the whole industry. Wynn Resorts' Craig Billings said his company had no "skin in the game", and recalled what the Strip lost by fighting California's tribes.

Nevada Calls Kalshi's Bid to Wait for the CFTC "Just Another Attempt at Delay"

Kalshi has asked the Ninth Circuit to hold its rehearing petition until the CFTC rewrites its rule on gaming contracts, which the agency says will be final within two months. Nevada's answer is that the court already knew the rule was changing, and that the panel's ruling never depended on it.

DOJ Says the Green Beret's Maduro Contracts Are Swaps Even Under the Sixth Circuit's Test

Federal prosecutors say contracts on the capture of Nicolás Maduro "are inherently economic" and so qualify as swaps, whatever two appeals courts have said about Kalshi's sports contracts. The question decides whether the first insider-trading prosecution over prediction-market trades survives, and argument is set for 7 October.

CFTC Sends the White House Rules to Define Event Contracts as Swaps and Exclude Casino Games

The Commodity Futures Trading Commission has asked the White House to clear a rule defining event contracts as swaps, the classification on which its claim to exclusive jurisdiction rests, and a second that would exclude "casino-style gambling products" with immediate effect. Neither text is public, and both arrive days after a second federal appeals court rejected the swaps argument.

Kalshi Files a Deposit and Trading Rewards Programme Worth Up to $5,000 a Customer

The two-year programme lets Kalshi match deposits and trading with bonus credits, target them by account age, inactivity and location, and confine them to sports contracts. It went to the CFTC as the exchange certified contracts on Premier League sanctions against Manchester City, days after reports of a verdict against the club.

Sixth Circuit Rules 3-0 That Ohio and Tennessee Can Enforce Gambling Law Against Kalshi

A unanimous panel has held that Kalshi's sports contracts are not swaps, and that federal commodities law would not shield them from state gambling law even if they were. It is the second federal appeals court in a month to side with the states, leaving Kalshi with one win in three circuits as the Supreme Court weighs whether to take the question.

AGA Study Finds Prediction-Market Users Overestimate Their Maths Skills

Research commissioned by the American Gaming Association says gamblers score higher on financial literacy than non-gamblers, and that prediction-market users are nearly as confident as sports bettors but test like non-gamblers. The trade body is using it against the exchanges.

New York Sues Polymarket, Eight Weeks After Kalshi, Seeking Triple Its Gains

New York's attorney general has filed a second state-court case against a prediction market, this time against Polymarket's US exchange, alleging an unlicensed gambling business open to 18-year-olds. The relief sought mirrors the Kalshi suit that drew the federal regulator into the fight in August.

Senator Curtis Asks for a Subpoena of Donald Trump Jr., Citing His Prediction-Market Ties

A Republican senator who co-sponsored a bill to classify sports event contracts as gambling wants the Senate Judiciary Committee to question Donald Trump Jr. and Hunter Biden about trading on their fathers' office. Trump Jr.'s ties to Kalshi and Polymarket are one line in the case, and the committee's chairman is in no hurry.
