Loterias Caixa is the Brazilian national lottery, run by Caixa Econômica Federal, the state-owned financial services group headquartered in Brasília. It manages the country's principal draw games, including Mega-Sena, Quina, Lotofácil and Loteca, the successor to the old Loteria Esportiva. Mega-Sena has been operated by Caixa since March 1996 and is the largest lottery in Brazil, drawn three times a week. Profits from the federal lotteries are earmarked by law for causes including amateur sport and elementary education. Caixa's lottery monopoly sat alongside the entirely unregulated online betting sector for years, and the 2025 licensing regime was in part an attempt to bring that parallel market inside the same fiscal logic the lotteries have always operated under.

Licensed operators must give their banks a per-player list of the R$1.325 billion still owed by Wednesday, and the government's own bulletin shows 86.2 million accounts holding less than R$1 each. Congress has pushed its amendment deadline past the election to 13 October, and Justice Luiz Fux has still not ruled.
The government's lawyer has told the Supreme Federal Tribunal that the laws which created Brazil's licensed betting market are unconstitutional, reversing the position it took in 2024. It did so in a different case from the one in which Justice Luiz Fux gave it 72 hours, and operators, clubs and Flamengo want his answer on the ban before licensed sites go dark at midnight.
The Supreme Court's betting rapporteur now holds every action against Provisional Measure 1.394, and has asked the Attorney General's Office to respond before he decides anything. Its deadline lands as licensed sites go dark, while Congress has pushed its own amendments past the election.
Provisional Measure 1.394 ends Brazil's licensed betting market less than two years after it opened, extinguishes every licence within 30 days and rules out refunding the R$30 million each operator paid for one. It took effect on Friday, nine days before the first round of the presidential election.
Receita Federal collected R$9.91 billion from betting and gambling businesses in the first eight months of 2026, on its own figures, up from R$5.86 billion a year earlier. On the day the data came out, President Lula used the UN General Assembly to say Brazil would not tolerate the industry's business model, while reports suggest the measure his government is preparing would restrict advertising rather than ban the activity.
