Nevada's casinos won $1.28 billion in September, within $700,000 of a year earlier, as a small Strip gain built on slots offset falls Downtown, in Laughlin and in Reno. The state's percentage fee collections fell 6.77%, a sharper drop than the headline win suggests.

Polymarket US has become the fourth prediction market to stand down on sports in Michigan, under a stipulation approved in the federal court that refused it an injunction in June. It is conceding a state where its appeal sits before the circuit that has already ruled against Kalshi, while it carries its fight to Ohio and Louisiana.

The Illinois Gaming Board has approved proposed rules that would put an identity check in front of every video gaming terminal in the state and open the way to cashless player accounts. A comment period, legislative review and a central system still being built stand between the vote and the venues.

New York's commercial casinos took $184.3 million in September, more than three times a year earlier, but almost all of the rise is Resorts World New York City moving from the video lottery reports into the casino ones. On a like-for-like basis the Queens property grew about 63%, and the four upstate casinos were flat.

The Ohio Casino Control Commission has told every sportsbook, supplier, integrity monitor and testing laboratory it licenses to stop providing services "of any kind" to platforms offering sports event contracts in Ohio, or face reopened suitability investigations. The Senate Commerce Committee chairman intends to file legislation after the 3 November midterms that would bar gambling-linked event contracts, sports included, unless a state or tribe authorises them, Bloomberg Law reports. No text, bill number or co-sponsor is public yet, and the window before this Congress ends is short.

Marina Bay Sands took the bigger hit, with EBITDA down 21%, while Sands China's revenue rose 8.4% on the quarter and its share of Macao's mass market reached its highest since 2023. The parent still spent $950 million on its own shares, raised its 2027 dividend by 20% and took its Sands China stake to 75.56%.

Louisiana's gaming regulator has pushed DraftKings' permit renewal to February while state police finish checking shareholders who hold 5% or more and the board examines reports about how the operator uses artificial intelligence. The chairman said the decision is not a finding of wrongdoing, but it is the first licensing decision in iGaming Times' coverage to turn on the AI reports.

Interim results from a state-funded University of Nevada, Las Vegas study suggest 7% of Colorado's sports bettors report serious gambling problems, in a year when the state's sports betting tax take rose 28% to $47.2 million. On the reported numbers, the figure rests on about 20 sports bettors in a 500-person sample, and the full method has not been published.

New York's Gaming Commission has proposed barring every gambling licensee in the state, not only sportsbooks, from using AI to tailor offers or suggest bets, and presuming any personalised offer unlawful. A second rule would make mobile sportsbooks flag, contact and if necessary close the accounts of at-risk bettors.

The Nevada Gaming Control Board wants the National Council on Problem Gambling's name taken out of the regulation that tells every casino what helpline information to post, and its chair tied the change to the council's $2 million arrangement with Kalshi. Staff put it more neutrally: Nevada players should be pointed to Nevada resources.

Illinois casinos took $178.2 million in September, up 12.7% on a year earlier, and 14 of the state's 17 properties grew. Penn's new land-based Aurora casino supplied about a third of the increase; the rest came from players spending more per visit, not from more visits.

Kalshi has asked the Ninth Circuit to hold its rehearing petition until the CFTC rewrites its rule on gaming contracts, which the agency says will be final within two months. Nevada's answer is that the court already knew the rule was changing, and that the panel's ruling never depended on it.

Caesars Entertainment shareholders approved Fertitta Entertainment's $31-a-share takeover at a special meeting in Reno on Tuesday, with votes in favour equal to about 65.4% of outstanding shares, the company confirmed in a filing on Wednesday. The deal now depends on a Federal Trade Commission second request and gaming regulators in every Caesars state, while a disclosure shows the President's managers sold a small Caesars holding in July.

The Ohio Casino Control Commission's June resignation letter surfaced at a Massachusetts Gaming Commission meeting last week, where commissioners decided to stay "for now". The national problem-gambling body says taking Kalshi's money is not an endorsement. Three state bodies have decided it is.

A second unanimous panel in three weeks has ruled against the exchange, this time for two California tribes under the Indian Gaming Regulatory Act. The court held that IGRA and the Commodity Exchange Act "simply address two different questions", and sent the case back for an injunction. Lawyers on the tribal side are already talking about geofencing reservations.

Cloture on the crypto market-structure bill needed 60 votes and got 49, all Republican. Four Republicans voted no, tribal gaming is calling it a victory for sovereignty, and the argument over who regulates sports event contracts goes back to the courts and the CFTC.
