The Gemeinsame Glücksspielbehörde der Länder (GGL) is the Joint Gambling Authority of the German federal states, based in Halle, which took full responsibility in January 2023 for licensing and supervising online slots, poker and sports betting under the 2021 Interstate Treaty on Gambling. It operates the LUGAS central system enforcing the cross-operator deposit limit, maintains the whitelist of licensees, enforces against unlicensed operators through payment and domain blocking, adjusted the online slot stake limit in July 2026, and is preparing the treaty's 2026 evaluation.
