The Agenzia delle Dogane e dei Monopoli (ADM) is the Italian customs and monopolies agency, which sits under the Ministry of Economy and Finance and is headquartered at Piazza Mastai in Rome. It is the regulatory, supervisory and control authority, with sanctioning powers, for customs, energy products, alcohol, tobacco and public gaming, the Italian term for the state regulated gambling market. Across these areas it assesses and collects taxes and carries out tax and judicial police functions, and it runs antifraud work and laboratories alongside a network of regional offices. The agency reports that gaming contributed around 12 billion euros to the Treasury in 2024, against 26 billion from customs and 15 billion from tobacco. It publishes circulars, directorial decisions, an annual Libro blu and a dedicated gaming section.
