OPAP

OPAP is the dominant gambling operator in Greece and Cyprus, founded in 1958 and running lotteries, sports betting and gaming machines. It listed on the Athens Stock Exchange in 2001 and was fully privatised in 2013 after a series of offerings and international tenders. Allwyn, the group built by the Czech businessman Karel Komárek out of Sazka, holds 51.78% of it, and in October 2025 the two agreed an all-stock merger valuing the combination at around 16 billion euros, with Allwyn holding 78.5% and OPAP minorities the remaining 21.5%. OPAP separately bought the Greek and Cypriot business of Stoiximan, which is why the Stoiximan brand sits with OPAP domestically while Kaizen Gaming keeps it in Cyprus-facing and international markets under Betano.
