Maryland runs sports betting through the same agency that runs its lottery and its casinos, the Maryland Lottery and Gaming Control Agency. Retail betting came first, and mobile followed on 23 November 2022 after a licensing process that took considerably longer than operators expected, a delay that became a reference point for other states designing their own competitive award processes. The tax position has since split by channel. Mobile operators pay 20% of taxable proceeds, raised from the 15% that applied at launch under legislation signed by Governor Wes Moore, while retail operators continue to pay 15%. A split rate of that kind is worth watching, because it is the mechanism states reach for when they want to raise revenue from online without disturbing existing land-based licensees, and it is likely to be copied. Online casino is not authorised in Maryland. Bills to authorise it have been introduced without passing, so the sports betting licence remains the only route to Maryland players online.
Maryland is among the states where iGaming is raised regularly without passing, and the mobile rate has already moved once. Both are more likely to recur than to settle.
Catherine Hanaway says sports contracts "fit four square the definition of gambling in Missouri", that they siphon money from sportsbooks that pay the state's tax, and that what she wants is an agreement putting the exchanges under Missouri gaming law and taxing them.
