Secretaria de Prêmios e Apostas

Secretaria de Prêmios e Apostas

The Secretaria de Prêmios e Apostas (SPA) is the body within Brazil's Ministry of Finance responsible for fixed odds betting, commercial promotions, philanthropic prize draws, lotteries and the advance collection of popular savings. Under Decree 11.907 of 30 January 2024, its role is to authorise, grant, regulate, set standards for, monitor, supervise, inspect and sanction companies in these sectors. It is organised into undersecretariats for authorisation, for monitoring and inspection, and for sanctions, and it publishes the list of authorised companies, the applicable legislation and its administrative sanction proceedings. Its work includes a centralised self exclusion platform covering authorised betting sites and rules on betting advertising. The SPA states that Provisional Measure 1.394 of 25 September 2026 prohibited the operation, offer and advertising of fixed odds betting across Brazil.
