The Gambling Commission is the statutory regulator of commercial gambling in Great Britain and of the National Lottery, established under the Gambling Act 2005 and based in Birmingham. It licenses operators, key personnel and suppliers, sets the Licence Conditions and Codes of Practice, investigates and sanctions licensees through published regulatory settlements, fines and licence action, advises government on policy including the 2023 White Paper reforms, publishes industry statistics from regulatory returns, and acts against unlicensed operators serving British consumers. Its enforcement decisions are read across the industry as the reference for regulatory expectations.
