SJM Holdings
OperatorsMacauSJM Holdings is the oldest gaming operator in Macau, listed in Hong Kong under the code 880. It descends from the monopoly held for four decades by Stanley Ho, and is now chaired by his daughter Daisy Ho. It received an eighteen-year concession when the market opened in 2002, extended twice before being replaced by a new ten-year concession from 1 January 2023. Its properties include the Grand Lisboa, which opened in downtown Macau in February 2007 and remains its flagship, alongside Grand Lisboa Palace on Cotai, L'Arc, Casino Lisboa and Casino Oceanus. SJM is the operator with the deepest roots in the peninsula's older downtown gaming district rather than the Cotai resorts that came after liberalisation.

OperatorsItalySnaitech is one of the largest gambling operators in Italy, based in Milan and trading under the Snai brand. Its estate covers more than 1,600 betting shops, around 60,000 slot machines and 10,000 video lottery terminals, an online business, and three racetracks in Milan and Tuscany. Playtech agreed to sell the company to Flutter Entertainment for 2.3 billion euros in September 2024, and the deal closed on 30 April 2025. Snaitech had generated 942 million euros of revenue for Playtech in 2024, more than half the group's total, so the sale completed Playtech's exit from business-to-consumer operations and its refocus on B2B technology. For Flutter, adding Snai to Sisal took its Italian market share to roughly 30%.

OperatorsSpainSportium is a Spanish sports betting and gaming brand created in 2007 as a joint venture between Cirsa and the British bookmaker Ladbrokes Coral, formed to take advantage of the legislative changes that opened betting in Spain. Cirsa bought out its partner's 50% stake from GVC for 70 million euros in July 2019 and took full control, giving it the largest network of betting shops in the country at around 3,000 retail betting points. Sportium holds general betting and gaming licences from the Dirección General de Ordenación del Juego, and its product range covers sports betting, online casino, live casino and virtual sports across both online and land-based channels.

OperatorsKenyaSportPesa is the best-known sports betting brand in Kenya, launched in Nairobi in 2014 by Pevans East Africa. It grew rapidly on mobile money distribution and sponsorship of Kenyan and English football, reaching annual revenue reported at 150 billion shillings at its 2018 peak. Its history is also the clearest case study in African regulatory risk. Its licence was withdrawn in 2019 amid a dispute with the government over betting taxation, and the brand returned to the Kenyan market in 2022 under Milestone Games, licensed by the Betting Control and Licensing Board. Ronald Karauri, a shareholder in the original Pevans business, leads the company. Operators building on mobile money in East Africa look at SportPesa as the template for both the scale available and the speed at which it can be removed.

Matthew Tripp bought the business for 250,000 Australian dollars in 2005 and turned an eight-person operation into the market leader through heavy marketing and product development, a template much of the Australian industry followed afterwards. Flutter Entertainment has owned it since February 2016, and it is one of the group's largest businesses outside the United States and the United Kingdom.

It is one of the few operators combining financial spread betting, sports spread betting and sports fixed-odds betting in a single business. It launched online sports betting in 2006 and later added an online financial trading platform. Its acquisition of Sporting Index drew an adverse ruling from the Competition and Markets Authority in September 2025, which found the deal created a monopoly in sports spread betting and required divestiture, a rare competition intervention in British gambling. Hufford stepped down as managing director in 2024 and remained on the board in a non-executive capacity.

Casino Cosmopol, which runs the country's land-based casinos, is its subsidiary. Its position changed fundamentally when the Gambling Act 2018:1138 took effect on 1 January 2019, ending the commercial monopoly and opening a competitive licensing system under Spelinspektionen. Svenska Spel was among the sixteen companies licensed at the outset, and now operates its sport and casino business in competition with Betsson, LeoVegas, Kindred and bet365 while retaining exclusive rights in parts of the lottery segment. It is the clearest European example of a former monopolist made to compete in its own market.

It holds a German sports betting concession issued by the Darmstadt Regional Council alongside licences from the Malta Gaming Authority. The company reports a German market share above 50%, which makes it the dominant licensed operator in Europe's largest regulated sports betting market and one of the largest bookmakers worldwide. Its retail arm runs as a franchise system of more than 1,250 betting shops across Germany and Austria, and the group has offices in Germany, Austria, Croatia, Gibraltar, Colombia and the United States. It employs more than 1,800 people directly, with around 6,000 more across the franchise network.

OperatorsPolandTotalizator Sportowy is the Polish state gambling company and owner of the LOTTO brand, established on 26 January 1956 by order of the President of the Main Committee of Physical Culture. Its first outlet opened in Warsaw at the corner of Marszałkowska and Wspólna, it began with football betting that year, and the Toto-Lotek number game followed in 1957. It holds a statutory monopoly on number games, on offering casino games over the internet, and on operating gaming machine venues outside casinos, which makes Total Casino the only legal online casino in Poland. Its retail network runs to more than 25,000 points of sale. Poland is the strictest of the large EU markets on online casino, and this monopoly is the mechanism: private operators can be licensed for betting but not for online casino.

UK Tote Group

The business was owned by the government until July 2011, when it was sold to Betfred for 265 million pounds, and was bought by UK Tote Group, formerly named Alizeti, for 115 million pounds in October 2019. It is headquartered in Wigan with an additional office in central London, and its products include the Placepot and the Scoop6 alongside single and multi-leg pool bets on racing. Pool betting is structurally different from fixed odds: customers bet against each other into a pool rather than against a bookmaker's book, which makes liquidity rather than margin the central commercial problem, and has shaped the group's push to combine its pools with international ones.

It runs three products: Best Ball tournaments, Pick'em contests and a licensed sportsbook, which went live in North Carolina. That progression is the point of interest. Underdog built scale through daily fantasy formats that several state regulators have since challenged as unlicensed sports betting, and has been converting into a regulated sportsbook operator in the states where it can. It sits in the same contested territory as prediction markets and sweepstakes: products that reached large audiences through a legal classification that regulators are now revisiting.

It sells LOTTO 6aus49, Eurojackpot and KENO among other games through around 3,150 acceptance points across North Rhine-Westphalia as well as online and mobile channels, and took gaming stakes including fees of 1.83 billion euros in 2024. It is a member of the German Lotto and Toto Block and of the Eurojackpot cooperation, the pooling arrangements through which the German state lotteries run shared draws.

The brand is a long-standing presence in French football sponsorship, with partnerships across Ligue 1 and Ligue 2 clubs including RC Strasbourg Alsace.

Wplay

It holds the distinction of being the first licensed online gambling operator in Latin America. Colombia introduced its online framework in 2016 and Coljuegos awarded the first licence, contract C1422, to Aquila Global Group in June 2017 for the Wplay.co brand. That made Colombia the first country in the region to run a full online licensing regime, several years ahead of Peru, Brazil and Argentina's provincial systems, and Wplay the reference case for how a domestic operator can hold share against international entrants that followed.

FDJ acquired the group for an enterprise value of 175 million euros, completing the transaction in 2023 after the French Competition Authority cleared it in September that year. The deal took FDJ past a 10% share of the French online gaming market across sports betting, horse race betting and poker, and made it the fourth largest operator in that market.
