Cirsa
OperatorsSpainCirsa Enterprises is Spain's largest casino operator, founded in Terrassa, Catalonia in 1978 by Manuel Lao Hernández and still headquartered there. It runs 447 casinos and gaming halls and more than 83,000 slot machines across eleven regulated markets, spanning Spain, Italy and much of Latin America. Blackstone bought the group in 2018 and took it public on 9 July 2025, pricing the offer at 15 euros a share for a valuation of around 2.5 billion euros in what was one of the largest gambling listings on the Bolsa de Madrid. The group reported record net operating revenue of 2.15 billion euros for 2024, up 8%, with EBITDA of 699 million euros, a third consecutive year of record results. It also owns the Spanish betting brand Sportium.
Codere
OperatorsSpainCodere is a Spanish multinational gaming operator founded in Madrid in 1980 by the Martínez Sampedro family together with the Franco brothers, owners of the amusement machine manufacturer Recreativos Franco. It began in amusement machines before diversifying into betting shops, bingo halls, casinos and racetracks. The group operates across Spain, Italy, Mexico, Argentina, Colombia, Panama and Uruguay, with Latin America accounting for much of its scale. Ownership has moved decisively away from its founders: debt-for-equity restructuring in 2021 and a recapitalisation in late 2024 left the business, trading as Codere Newco, controlled by institutional creditors and international investment funds, with the Martínez Sampedro family reduced to a minority holding.
Codere Online
OperatorsSpainCodere Online is the online arm of the Codere group, launched in 2014 and listed separately on Nasdaq under the ticker CDRO since December 2021, when it completed a business combination with the special purpose acquisition company DD3 Acquisition Corp II. The listed entity is Codere Online Luxembourg, S.A. It operates online casino and sports betting in Spain, Italy, Mexico, Colombia and Panama, and has more recently launched in the City of Buenos Aires. Spain and Mexico are its two core markets. It reported net gaming revenue of 64.4 million euros for the first quarter of 2026, up 13% year on year, with adjusted EBITDA of 6.0 million euros against 1.8 million a year earlier.

OperatorsMaltaA leading iGaming company with over 20 brands across global markets, offering a proprietary platform for casino and sports betting with a focus on innovation and entertainment.

Coolbet
OperatorsEstoniaCoolbet is a Nordic and Baltic online sportsbook owned by GAN, known for publishing its betting margins.
Danske Spil
OperatorsDenmarkDanske Spil is the Danish state gambling operator, founded in 1948 and based at Brøndbyvester outside Copenhagen. It is structured to sit on both sides of the Danish market at once. Danske Lotteri Spil holds the commercial lottery monopoly, and is the only company in Denmark permitted to offer pure games of chance other than casino games. Danske Licens Spil competes for online gambling and sports betting under a Spillemyndigheden licence alongside private operators, in the market Denmark liberalised in 2012. That split is the cleanest expression of the Nordic compromise: keep the lottery in state hands where the argument for exclusivity is strongest, and let betting and casino compete under licence.

Delaware North
OperatorsUnited StatesDelaware North is a US hospitality and gaming group operating casinos and the Betly sportsbook and casino brand.
DigiPlus Interactive
OperatorsPhilippinesDigiPlus Interactive is the largest listed digital gaming company in the Philippines, trading on the Philippine Stock Exchange under the ticker PLUS. It reported revenue of 27.3 billion pesos and net income of 4.1 billion pesos for 2023. It was granted the country's first Online Traditional Bingo licence by PAGCOR and launched BingoPlus in January 2022, a live-streamed digital bingo platform tied to a network of more than 130 physical bingo halls. ArenaPlus is its sportsbook, streaming domestic and international events including the Philippine Basketball Association. The company's growth has coincided with the Philippine government winding down the POGO offshore sector, and it represents the opposite bet: a domestically licensed operator serving Filipino players rather than an offshore one serving foreign markets.

DraftKings
OperatorsUnited StatesDraftKings is a US online sports betting and iGaming operator, listed on Nasdaq. It began as a daily fantasy sports business before expanding into sportsbook and online casino after the 2018 repeal of PASPA.
Dream11
OperatorsIndiaDream11 is India's largest fantasy sports platform, founded in Mumbai in 2008 by Harsh Jain and Bhavit Sheth and operating as part of Dream Sports. It reports 220 million users playing fantasy cricket, football, kabaddi, hockey, basketball, volleyball, handball and baseball, and posted revenue of 63.84 billion rupees for the 2023 financial year. It became the first Indian gaming company to reach unicorn valuation in April 2019. India does not permit online sports betting or casino nationally, and fantasy sports has been the legal route to a wagering-adjacent product, defended on the basis that it is a game of skill rather than chance. That distinction is under continual challenge in the Indian courts and in state legislatures, which makes Dream11 the largest business anywhere resting on a skill-versus-chance classification.

EstrelaBet
OperatorsBrazilEstrelaBet is a Brazilian online betting and casino operator founded in 2019, with offices in Belo Horizonte and São Paulo. It secured a definitive licence from the Secretariat of Prizes and Betting in February 2025, having met the regime's conditions including the mandatory 30 million real licence payment. That fee is the single most consequential feature of the Brazilian framework: at 30 million reais per licence covering up to three brands, it was set high enough to clear out the long tail of grey-market operators that had run on Curaçao permissions, and the licensed field settled at a fraction of the number that had been trading. EstrelaBet is a prominent football sponsor, most visibly of Internacional in Porto Alegre, and won Best Sports Betting Operator in Brazil at the SBC Awards Latinoamérica in 2022.

Eurobet
OperatorsItalyEurobet is the largest Italian brand in the Entain group, headquartered in Rome and operating just under 1,000 sports betting shops through a franchising model. It was founded in 1995 and acquired by Coral in 1998, adding an online offering the following year. The regulation of Italian betting in 2007 was the turning point for the business, and it expanded steadily on the back of it. Ownership followed the consolidation of British bookmaking: Eurobet became part of Ladbrokes Coral in 2016, passed to GVC in 2018, and to Entain when the group renamed in December 2020. Combined with the group's digital-only Italian brands, bwin, Gioco Digitale and partypoker, Entain holds an 11.9% share of the Italian market, placing it among the top three operators.
evoke plc
OperatorsGibraltarevoke plc is the international betting and gaming group formerly known as 888 Holdings, which completed its rebrand in May 2024 after shareholders approved the change at its annual general meeting. It trades on the London Stock Exchange under the ticker EVOK and is headquartered in Gibraltar. The group's portfolio spans William Hill, acquired from Caesars in 2022 and one of the oldest names in British bookmaking, alongside 888sport, 888casino, 888poker and the Swedish-founded Mr Green. The William Hill acquisition transformed 888 from an online-only operator into one with a substantial British retail estate, and the debt taken on to fund it has shaped the group's strategy since.

The French state took the company public in 2019, cutting a holding of around 72% and retaining a minority stake. It trades on Euronext Paris under the ticker FDJ. The group has moved from a domestic lottery monopoly to a multi-market operator by acquisition. It bought the online horse race and sports betting group ZEturf in 2023, taking its share of the French online market past 10%, and completed a 27.95 billion Swedish kronor tender offer for Kindred Group, the owner of Unibet, in October 2024. It was built by the late Lui Che Woo, who chaired both Galaxy and the property developer K. Wah International until his death in November 2024, and is now led by his son Francis Lui. Its flagship Galaxy Macau opened on the Cotai Strip in May 2011 and has been expanded twice since, in May 2015 and December 2023, reaching eight hotels, around 5,000 rooms and a gaming floor of roughly 400,000 square feet.

Golden Palace
OperatorsBelgiumGolden Palace is a Belgian gaming group with close to 60 years of trading, running more than 40 gaming halls in Belgium and a casino in France, and employing around 500 people. It holds an A+ licence from the Belgian Gaming Commission and goldenpalace.be was the first site to be granted a legal operating licence in Belgium. Belgium ties online licences to land-based ones: an operator needs a physical venue licence to obtain the corresponding online permission, which is why the domestic market is dominated by established hall and casino groups such as Golden Palace, Ardent with its Circus brand, and Napoleon Games rather than by international online-only operators. Golden Palace has bid for the fifteen-year concession for the Viage casino in Brussels, offering 30 million euros of redevelopment.

Great Canadian Entertainment
OperatorsCanadaGreat Canadian Entertainment is the largest private casino operator in Canada, founded in 1982 and headquartered in Toronto. It runs gaming, entertainment and hospitality properties in Ontario, British Columbia, New Brunswick and Nova Scotia. Funds managed by Apollo Global Management, alongside HPS Investment Partners, completed the acquisition of the then Great Canadian Gaming Corporation in September 2021 in a deal worth around 3.3 billion Canadian dollars, taking the business private and bringing roughly 25 casinos under Apollo's control. Anthony Rodio, previously chief executive of Caesars Entertainment, was appointed to lead it from Toronto. Canadian casinos are typically operated on behalf of provincial Crown agencies rather than owned outright, so the company's role is as service provider to the provinces as much as proprietor.

Groupe Barrière
OperatorsFranceGroupe Barrière is France's leading casino operator, founded in 1912 by François André and headquartered in Paris. It has remained under family stewardship through Lucien Barrière, Diane Barrière-Desseigne and Dominique Desseigne. The group runs 33 Casinos Barrière alongside 16 Hôtels Barrière, a majority of them five-star, and more than 120 restaurants and bars including Fouquet's in Paris. Its model pairs regulated land-based casino gaming with luxury hospitality, which is characteristic of the French market: online casino games remain prohibited in France, so the ANJ licences only sports betting, horse race betting and poker, and the casino estate stays land-based.
Groupe Partouche
OperatorsFranceGroupe Partouche is one of the two largest casino operators in France, founded in 1973 by Isidore Partouche. It is listed on Euronext while remaining under the control of the Partouche family. At the end of its 2025 financial year the group operated 43 casinos, 39 of them in France and the remainder in Switzerland, Belgium, Tunisia and Benin. It reported gross gaming revenue of 748.3 million euros for the year, up 5.1%, on consolidated turnover of 460.2 million euros. Growth was driven by renovations at three of its largest French venues, at Annemasse, Divonne and La Tour-de-Salvagny, which grew gross gaming revenue by 20.9%, 17.7% and 15.0% respectively.

Grupo Caliente
OperatorsMexicoGrupo Caliente is the largest sports betting company in Mexico, tracing its origins to 1916 in Tijuana and the Agua Caliente racetrack. It is owned by Jorge Hank Rhon, who took over management of the racetrack in 1985 and built the group around it. Its divisions include Caliente Online, Caliente Casino, Estadio Caliente and the satellite business Globalsat, and it has operated around 200 off-track betting and bookmaking outlets across Mexico and a dozen other markets including Peru, Panama, Paraguay, Ecuador, Uruguay and the Caribbean. Its retail-first structure is characteristic of Mexican gaming, where permits are issued under a 1947 federal law that has never been comprehensively replaced, and online offerings sit under existing land-based permits rather than a dedicated regime.
Grupo Orenes
OperatorsSpainGrupo Orenes is a Spanish gaming and leisure group founded in 1968 and headquartered in Murcia. After more than five decades it has become one of the principal gaming operators in Spain. Its business units span casinos, bingo halls, gaming arcades, hospitality gaming terminals, sports betting and online gaming, alongside the manufacture of gaming and slot machines and a hotel and restaurant arm. The group operates in Spain, Mexico, Ireland, Andorra, Brazil, Austria, Colombia and Puerto Rico among other markets, an unusually broad footprint for a privately held Spanish operator.

Hard Rock Digital
OperatorsUnited StatesHard Rock Digital is the online sports betting and gaming arm of Hard Rock International, founded in 2020 as a joint venture between Hard Rock and a group of online gambling executives, and based in Florida. It trades under the Hard Rock Bet brand. Its position in Florida is unlike any other American operator's. Under the 2021 compact between the Seminole Tribe of Florida and the state, mobile betting runs on a hub-and-spoke model in which wagers are deemed to take place on tribal land where the servers sit, which makes Hard Rock Bet the only legal sportsbook in what is one of the largest betting populations in the United States. That arrangement survived federal litigation and has become the template other tribes look to when negotiating digital rights.

Holland Casino
OperatorsNetherlandsHolland Casino is the Dutch state-owned casino operator, founded on 1 October 1976 and the only company permitted to run land-based casinos in the Netherlands. Its profits pass to the Dutch treasury. It operates fourteen venues, including Amsterdam Centrum and Amsterdam West-Sloterdijk, Rotterdam, Scheveningen, Utrecht, Breda, Eindhoven, Enschede, Groningen, Leeuwarden, Nijmegen, Valkenburg, Venlo and Zandvoort. Since 4 October 2021 it has also run a licensed online platform under a Kansspelautoriteit licence, having entered the online market on the day it opened. Successive Dutch governments have debated privatising it without concluding, which leaves it in the unusual position of competing online while remaining a state monopoly on land.
Hollywoodbets
OperatorsSouth AfricaHollywoodbets is the largest licensed bookmaker in South Africa, founded in Durban in 2000 and originally trading as Winning Form, with its first branch on Argyle Road. Its purple branding is among the most recognisable in African sport. It runs a retail estate of more than 80 branches alongside a substantial online business, licensed separately by the provincial gambling boards of KwaZulu-Natal, Gauteng, Western Cape, Eastern Cape, Free State, Limpopo and Mpumalanga, because South Africa regulates bookmaking province by province rather than nationally. It has since expanded into the United Kingdom, Ireland and Mozambique, and is a prominent sponsor across South African cricket, football and racing.

Impressario Casino
OperatorsNetherlandsImpressario Casino is an online casino brand focused on real money casino gaming rather than sportsbook betting. In Germany it held an early Schleswig-Holstein licence and was granted a national concession for online sports betting in November 2020, ahead of the fourth State Treaty on Gambling that created the current federal regime. Its sportsbook covers more than 70 sports.

Jenningsbet
OperatorsUnited KingdomJenningsbet is one of the largest independent retail bookmakers in Britain, with a lineage running back to 1961, when off-course betting was first legalised and Joe Jennings went into business with his father Tom. The present company traces to a 1995 demerger, after which Greg and Julian Knight continued the retail business as Jennings Racing with ten shops in Essex. It now operates more than 100 betting shops around the United Kingdom and launched online in 2007. As an independent chain it occupies the part of the British market squeezed hardest between the listed multiples and the online-only operators, and it has been among the more vocal independents on machine regulation, affordability checks and the cost of compliance for smaller estates.
Jogos Santa Casa
OperatorsPortugalJogos Santa Casa is the gaming arm of the Santa Casa da Misericórdia de Lisboa, the Portuguese charitable institution founded in 1498 by Queen Regent Eleanor of Viseu. It operates the state's social games under an exclusive regime, on behalf of and for the account of the Portuguese state. Its portfolio covers Euromilhões, which accounts for around 76.5% of sales, alongside Totoloto, Totobola, Lotaria Clássica and Lotaria Popular. Proceeds fund the institution's charitable and social work, the purpose the games were created to serve. Santa Casa's monopoly is also the subject of one of the landmark European gambling judgments: the Court of Justice ruling in Liga Portuguesa v Santa Casa upheld a member state's right to restrict cross-border online gambling on consumer-protection grounds.

Jumbo Interactive
OperatorsAustraliaJumbo Interactive is an ASX-listed digital lottery business founded in Brisbane in 1995 by Mike Veverka, originally as Squirrel Software Technologies. It listed on the Australian Securities Exchange in 1999 and trades under the code JIN. Its consumer business is Oz Lotteries, acquired in 2005, one of Australia's earliest online lottery retailers and now serving more than two million customers. Alongside reselling national draw games it builds and operates digital lottery and prize-draw platforms for lotteries, charities and partners, which is the more durable half of the model: a reseller depends on the terms of its agreement with the lottery operator, while a platform supplier sells into the operators themselves.

JVH Gaming
OperatorsNetherlandsJVH Gaming runs the Jack's Casino arcade estate in the Netherlands and the Dutch-licensed Jacks.nl online casino.
Kaizen Gaming
OperatorsGreeceKaizen Gaming is a Greek online betting and gaming group founded in Athens in 2012, originally as TCB Holdings, which began trading in 2013 in Greece and Cyprus under the Stoiximan brand. The Betano brand was created in 2018 to carry the group outside Greek-speaking markets, and it now holds licences in close to 20 regulated jurisdictions including Germany, Portugal, Romania and Brazil. The group employs more than 3,000 people across four continents, and its German licence places it among the challengers to Tipico in the country's sports betting market.

Kindred Group
OperatorsMaltaKindred Group is an online gambling operator whose brands include Unibet. It was acquired by French lottery and betting group FDJ.
